Duties
You will serve as the resource advisor to the leadership on the development, implementation, and revision of all resource management policies, plans and programs to facilitate the effective, efficient, and timely application of resources.
You will develop a holistic resource (manpower and financial) strategy supporting Navy total force, both active and reserve and accession requirements.
You will oversee and manage the development of all planning, programming, budgeting, and execution submissions supporting the strategic vision and goals.
You will oversee and manage manpower end strength and work years to maximize effective and efficient utilization.
You will generate, recommend, and implement new and revised financial management concepts, internal controls, methodologies, policies and strategies in support of the organization's programs.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
Requirements

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting budgetary laws, regulations, policies and practices to provide guidance to leadership; 2) Preparing responses to reviews, audits and Congressional inquiries involving financial management policies, procedures and data; 3) Reviewing program execution to determine compliance with financial management policies; and 4) Developing solutions to financial management issues.
