You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BUSINESS OPERATIONS DEPARTMENT of NAVY PERSONNEL COMMAND.

Duties

You will analyze the effect of changes in program plans and funding on financial and budget program milestones. You will advise program personnel on budget and finance program planning and execution. You will analyze proposed financial management system modifications to ensure compliance with financial principles and practices. You will advise financial administration employees on program goals and objectives. You will brief a wide range of audiences (e.g., financial team, managers, customers) regarding financial information, concepts and ideas.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) ) Drafting and formulating budgets, task plans, and budget execution plans; 2) Using various financial management systems to enter data and retrieve reports; 3) Ensuring organizational financial practices are in compliance with financial management rules and regulations; and 4) Advising management on recommended solutions to financial management, accounting and reporting problems.
