The position is located in the Management Support Unit (MSU), Overseas Citizens Services Directorate (OCS), Bureau of Consular Affairs (CA).  As a Management and Program Analyst you will analyze, evaluate, and develop operational requirements, implement strategies in support of protection of U.S. citizens domestically & internationally.  Serve as an advisor, project manager, and liaison for OCS managers, country officers and support contractors. 

Duties

Maintains an operational understanding of the Bureau's Consular Systems and Technology (CST) approach to software development with a focus on/responsibility for Office of Children’s Issues (OCS/CI) equities. Support data-driven operational and systems changes advancing business model solutions that can be developed outside the realm of institutionalized systems. Represents and advocates for best practices and tools for the OCS business model to all stakeholders within the Bureau. Participates in, or leads, program planning and execution of the full range of management and program activities to identify major programs or projects to be initiated, deleted or curtailed in support of the Bureaus mission. Manages after hours duty program and serves as after-hours duty officer and on crisis task forces on a rotational basis.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience implementing and evaluating an office's programs; Experience assessing procedural problem areas and recommending changes for improvement; Experience preparing and presenting reports and briefings on program status and recommended actions; Experience representing an office in meetings and conferences; At the GS-12 level, the incumbent performs essentially the same duties as outlined; however, the scope and complexity of assignments are of less responsibility and independence and receive closer supervision than at the GS-13 level. There is no substitute of education for specialized experience for the GS-12 position. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience conducting studies of an agencies operations in order to make operational improvements to programs and services; Experience Identifying problems and developing solutions to address the issues; Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; Experience analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. There is no substitute of education for specialized experience for the GS-13 position.
