This position is located at the National Cemetery Administration in Washington, District of Columbia. The primary purpose of the position is to provide leadership in budget planning, execution and reporting for all the National Cemetery Administration (NCA) fiscal resource. Duties

Responsible for and oversees the development and implementation of a model and methodology for allocation of available funding to the 155 national cemeteries, five NCA district offices, and central office functions. This model and methodology will consider differing conditions at the national cemeteries. Such differences include, among other things, method of interment operations due to weather and soil conditions and irrigation and turf management requirements. It will also reflect local wage rates and other factors. The allocations must reflect not only current operating costs, but the maintenance and repair projects and equipment. The incumbent will work with district directors and the Office of Cemetery Operations to develop non-recurring maintenance plans. Provides guidance to district and cemetery directors on policies regarding plans and utilization of provided resources. Directs the development of monthly operating budget plans (OBPs) by 155 cemeteries and five district offices based on approved allocations. Reviews staff analysis of submitted plans, including proposed employment levels, for conformance with overall policy goals and objectives of NCA and within the limitations and guidance imposed by appropriation language, Congressional committee reports, apportionments, and VA departmental officials. Monitors monthly actuals to the plan, identifies variance, determines potential risk and offers potential plans to mitigate those risks. As part of annual funds allocation process, develops or oversees the development of funding requirements for centralized functions and centrally funded programs. Oversees development of OBPs by Division staff for these functions. Organizes and coordinates staff analysis and execution of budgetary plans for appropriations by all NCA organizations and elements. Briefs the Director, Budget Service monthly as well as the CFO and other NCA and department top officials as requested on the budget status throughout the year, recommending reallocation of funds system wide as appropriate and provide solutions to other execution issues as they arise. Responsible for the preparation of the financial portions of NCA's presentations for the VA monthly performance reporting. Either directly or through Division staff, incumbent provides training and guidance to district/cemetery directors and staff on general methods and principles of budgeting, financial management, travel policy and appropriation law requirements. Also provides guidance on specific issues and problems as they arise. Reviews cemetery and district budgetary and financial management processes for effectiveness and compliance with law, regulation, and established policies and recommends improvements to existing internal controls and processes. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience , as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve as a senior budget analyst where the primary purpose of the position is to provide a wide variety of analytical and administrative duties connected with the planning, programming, formulation, justification, and presentation for the budgets. Serve as coach and mentor in coordinating team initiatives and in consensus building activities among team member; Provide on the job training to new employees. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
