DCSA Chief of Security Programs (SPO) is seeking an experienced, senior security specialist with specific knowledge and expertise in Sensitive Compartmented Information (SCI) security administration to be a Special Security Representative (SSR). In addition to serving as the Assistant Special Security Officer (ASSO), the best qualified candidate will also have demonstrated expertise in SCI personnel security administration and SCI security policy development.

  • This is a Drug Testing designated position. Incumbent will be placed in a drug testing pool and will be subject to random drug testing.

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Position is special-sensitive. The incumbent may be subject to random counterintelligence-scope polygraph examinations during employment.
  • Have a thorough knowledge of Communications Security (COMSEC) and completion of NSA IAEC 2112 training certification.
  • Completion of The National Intelligence and Security Center Special Security Officer Course, and Sensitive Compartmented Information Facility Course at a minimum.
  • Position requires occasional temporary duty (TDY) travel.
  • Work Environment: The work is predominately sedentary with no unusual physical requirements. The work is performed in an office setting, with some walking, bending, and carrying of files required.

Qualifications

See: Security Administration Series 0080 for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 12/23/2024 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Comprehensive experience in the concepts, theories, principles and procedures associated with Sensitive Compartmented Information Facilities, security policies, procedures, techniques relative to personnel, information, and physical security disciplines. Experience in security concepts and a wide range of advanced analytical skills, to the development, deployment and management of programs associated with SCI security procedures, processes, methodologies and standards. Subject matter expertise related to all handling and safeguarding of SCI information Experience in the development of policy documents on national security related matters Technical expertise in initiating and leading projects involving the evaluation of special security programs and operations Experience reviewing, analyzing and evaluating security proposals to identify problems and developing areas needing improvement Experience in liaison and partnering with the Department of Defense and Intelligence Community for national security initiatives Experience in liaison and partnering with the Office of the Director of National Intelligence (ODNI) and National Security Council. Experience in liaison and partnering with FBI for implementing national security programs. Experience advising the SSO on matters associated with day-to-day SCIF operations and overseeing actions of subordinate SSR/ASSRs. Expert SCI security experience in order to train, advise, and guide other subordinate security specialists who perform SCI security support operations. Experience overseeing/initiating investigations of reported SCI security violations. Experience providing advice and guidance and administer policy concerning the utilization and protection of all special access and SCI security information and materials affecting the national defense from unauthorized disclosure or sabotage. Experience developing internal SCI security guidance, Standard Operating Procedures (SOP) and/or Standard Practice and Procedures (SPP) for SCIF operations. Specifically you will be evaluated on the following competencies: Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Personnel Security: Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications.
