This vacancy is for a Management Analyst in the Economic Development Administration within the Department of Commerce.
Duties
As a Management Analyst, you will:
Follow established procedures and policies in monitoring requests for information. Receives, evaluates, and refers work to appropriate divisions and offices or advises that the request would be more appropriately handled by another Federal agency. Coordinate the response to all Freedom of Information Act and Privacy Act inquiries.
Analyze reports, administrative studies, operating procedures, manuals, and other data related to structured work assignments or developmental activities. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of the Office of the Chief Counsel (OCC) administrative operations and its impact on the overall goals and objectives of the OCC. Evaluate and advise on organization structures, methods, and procedures. Analyze management information requirements. Develop, analyze, and evaluate new or modified administrative support policies, goals, or objectives
Independently coordinate administrative activities to support office requirements for supplies, property, or office moves, such as recommending actions to ensure the economical and efficient use of equipment and property. Conduct periodic surveys of equipment and property utilization and recommends actions to ensure the economical and efficient of use equipment and property. Perform duties to support the coordination of office moves. Advise management and staff in the interpretation and application of administrative procedures. Serve as the organization's liaison with the agency property and supply office.
Evaluate the organization's administrative practices to identify problem areas. Consult with other administrative and clerical personnel to develop solutions for technical or procedural issues on correspondence administration. Prepare recommendations. Develop procedures to implement recommendations. Plans, schedules, and conduct evaluations of administrative operations and procedures. Identifies problems or deficiencies and recommends ways to improve the effectiveness and efficiency of operations in a support setting. Provide recommendations to senior management for improvements, such as enhancing productivity or improving customer service. Evaluate the conformance of various administrative processes to available guides.
Review and analyze documentation and records control procedures for a major organization with subunits. Maintain a records management program for a single-mission program with related functions. Work to improve the following records management areas: centralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data, and document searches. Develop tools promoting effective coordination of the file records management program. Develop methods for automating administrative reports and records.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-12 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:
Analyzing reports, administrative studies, operating procedures, manuals, and/or other data related to work assignments; and
Coordinating responses to Freedom of Information Act and/or Public Access Laws and Privacy Act inquires; and
Planning, scheduling and/or conducting evaluations of administrative operations and/or procedures
To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:
Analyzing reports, administrative studies, operating procedures, manuals, and/or data related to work assignments; and
Maintaining a records management program improving effectiveness and efficiency
Providing responses to Freedom of Information Act and/or Public Access Laws and Privacy Act inquires independently; and
Planning, scheduling and/or conducting evaluations of administrative operations and/or procedures
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
