The position is located in the Office of Analytics (GPA/RA/AN), Deputy Assistant Secretary (DAS) of Research and Analytics, Bureau of Global Public Affairs (GPA). The Office of Analytics supports Department strategic communications by providing the Department a global view on media content of importance to the Department and its key target audiences, empowered by modern technology and by maintaining the underlying technological infrastructure for analytics, media monitoring, and research.
Duties
Responsible for managing a staff who will produce regular and special issue media reports, formulate strategic and tactical communications advice based on overarching policy goals and observations of media market dynamics.
Leverages cutting edge information technology practices and programs to conduct data mining, media research, consumer analysis, and branding studies.
Manages a large federal and contractor staff and serves as the deciding official on the full range of personnel actions as necessary.
Uses subordinate supervisors to direct, coordinate, or oversee work, and exercises significant responsibilities in dealing with, advising, and negotiating with officials within the Department and firms carrying out contracted work.
Consults with all elements of GPA and stakeholders within and outside the Department involved with the various GPA products and services, branding, audience research, and program analysis.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Ensure that work supports agency priorities and business practices align with government-wide requirements.
Customer Service - Advise management and technical specialists on software development, taking into account both departmental and stakeholders' needs.
Oral Communication - Effectively communicate updates, issues, and proposed solutions related to software development.
Problem Solving - Conduct research and use experience to identify how best to achieve programmatic results.
AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience advising senior officials on effective and efficient processes to optimize the development of functional software.
- Experience identifying, analyzing, and recommending solutions to complex and unique IT development problems.
- Experience independently negotiating the scope and objectives of projects with policymakers or staff.
- Experience in resolving critical IT issues.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
