This position is located in the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid- Atlantic Health Care Network (VISN 6), Western North Carolina Healthcare System, Asheville, NC, office of the Executive Director. The primary purpose of this position is to support the executive planning functions of the Assistant Medical Center Director.

Duties
The primary duties and responsibilities of the Health Systems Specialist - Executive Assistant to the Associate Director will include, but is not limited to the following:
The incumbent is an executive level administrator responsible for supporting the strategic planning and direction, budgetary oversight, and the administrative functioning of all service lines that report through the Associate Director.
Assists the assigned Executive Leadership Team (ELT) member in planning, organizing, evaluating, advising and coordinating administrative activities.
Advises top management on matters impacted by programmatic/policy changes.
Advises on, and formulates policies and procedures-adapting existing policies and procedures and/or formulating new policies and procedures.
Analyzes program development proposals to ensure the best use of resources.
Guides Service leadership in reviewing their current programs and assists with the use of managerial, analytical, and reporting techniques to develop recommendations and outcome measurements.
Makes appropriate recommendations to top management based on data analysis and findings.
Assists the ELT member in the preparation of a variety of daily, weekly, monthly and annual reports.
Performs administrative duties such as event scheduling, special projects, program development and preparation of written reports and responses.
Prepares issue Briefs which are designed to inform the VISN and VA Central Office of significant issues/events.
Ensures timely follow-up on issues raised during Director's Morning Report meetings.
Prepares documents for ELT members signatures, prepares presentations in a variety of formats for the ELT and other management individuals.
Recognizes and uses correct English grammar, punctuation, and spelling.
Communicates information such as facts, ideas or messages in a succinct and organized manner.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 and For a GS-11 position you must have served 52 weeks at the GS-09 grade level . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS-12 Grade Level:
Specialized Experience: To qualify for this position at the GS-12 grade level, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Provides executive level administrator responsible for supporting the planning and direction of administrative functions; Responsible to improve productivity, implementation of management controls and short and long-range planning; Effective evaluation and analysis of barriers that occur in the daily activities of healthcare organizations, consideration of alternate courses of action based on available information, and determination and implementation of proper resolution; Application of the general principles and practices of healthcare resource management and clinical operations; Development and implementation of administrative regulations or guidelines for the conduct of program operations or new criteria for evaluating and measuring mission-oriented program milestones and/or accomplishments; Planning, organizing, and/or directing team study work to accept and implement recommendations where proposals from executive leadership involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of stakeholders.
GS-11 Grade Level:
Specialized Experience: To qualify for this position at the GS-11 grade level, applicants must possess a minimum of one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Knowledge of basic principles and practices of organization health administration ; Utilizing data to facilitate program improvement, make recommendations for solutions; Ability to apply health care management principles to various situations; Working knowledge and skill in applying qualitative and quantitative techniques in order to perform management analysis of current and projected service programs; Ability to assess and develop linkages between employee satisfaction, employee engagement, and employee performance and how they relate to a healthy organization, the missions, programs and requirements of survey methodologies; General knowledge of broad agency administrative practices such as correspondence control practices, office processes, regulations, and rules in keeping with senor management decisions, etc.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, and occasional visits to activity work sites.
