The VISN 6 Systems Redesign Coordinator (SRC) leads performance improvement efforts for the VISN and assists facilities to develop internal capability and capacity for complex organizational change and improvement initiatives. This position is located in the catchment area of VISN 6 (within 50 miles of one of the 7 VISN 6 VA facilities). Pay will be determined based on the employees location. This position is suitable for remote work within the catchment area.

Duties

Major duties and responsibilities include, but not limited to: Serving as an improvement advisor to VISN and facility senior leadership and their respective staffs. Participating in strategic and operational planning to identify opportunities and priorities for organizational change and developing and implementing annual plans for related initiatives and projects. Modeling the use of change management, project management and systems improvement tools and methods to assist Executive Sponsors, Process Owners, Team Leaders and Facilitators through improvement projects' life cycles and sustainability efforts. Providing oversight, support and guidance for improvement project teams and executive leadership; and ensuring projects adhere to leadership guidelines and provide sound solutions to improve system. Managing change and performance improvement training and learning opportunities including VISN-led initiatives and Certification Programs. Contributing to the ongoing development of Improvement Practitioners by mentoring staff individually and in groups and developing Communities of Practice for Peer to Peer coaching. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Lean or Lean Six Sigma Green belt Certification. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: delivering Performance Improvement techniques to a broad array of services throughout the Medical Center or Healthcare facility or a higher organizational echelon with advisory or directional authority over such facilities, including system redesign coaching, project management, and training. Leading Systems Redesign efforts that produce quality care, cost efficient, evidenced-base care outcomes. Skilled in utilizing a wide variety of qualitative and quantitative analysis tools such as: Value Add Analysis, flow analysis, affinity diagrams, cause and effect matrices and diagrams, process mapping, value stream mapping, Process Cycle Efficiency, Failure Mode and Effect Analysis (FEMEA), Analysis of Variance (ANOVA), Multivariate Analysis of Variance (MANOVA), Process Capability Analysis and Designed Experiments to address opportunities for improvement, consultative services, project prioritization and strategic alignment to support VISN and VHA priorities. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.
