The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), at the Western North Carolina VA Health Care System (WNCVAHCS) in Asheville, NC. The position serves as Chief of the Corporate Compliance section and reports directly to the Assistant Director. The WNCVAHCS consists of one Level 1c highly complex medical center located in Asheville, North Carolina and three Community-Based Outpatient Clinics (CBOCs)
Duties
The primary purpose of this position as the Chief, Corporate Compliance section is to contribute to the fulfillment of VHA health care system's mission and vision with planning, designing, and maintaining a multi-disciplinary Corporate Compliance section at WNCVAHCS, with responsibilities of auditing and monitoring to ensure compliance with policies and laws governing privacy, records management, and business integrity. The Chief Corporate Compliance Officer is responsible for the initiation, monitoring, and completion of investigations and formal fact-findings as approved by the Executive Leadership Team (ELT). Incumbent will ensure that any action items resulting from these investigations are resolved. The Chief, Corporate Compliance section is responsible for identifying non-clinical organizational risks and developing plans of action for the approval of executive leadership that will avoid or minimize risk to the organization. The staff that reports to the Chief, Corporate Compliance section is multi-disciplinary and includes expertise in Privacy, Business Compliance, Ethics, Records Management, Investigations and Auditing. The Corporate Compliance section conducts audits, analyzes data, and completes investigations. The section will also conduct routine monitoring in areas of previous compliance-related failures. All Corporate Compliance staff are cross trained into other compliance disciplines, to ensure that expertise is always available for all risk areas under the purview of the Corporate Compliance section. Although the Corporate Compliance section has a broad purview, as determined by the Assistant Director, there are areas in which the Corporate Compliance section will always audit. These include privacy practices, compliance, ethics, documentation accuracy, and compliance with records management policy. When analyzing data and developing recommendations, the Corporate Compliance section will consider individual, policy, process and system failures in determining the root cause. The Corporate Compliance section also assesses mitigating factors such as internal controls, training, policy and standard operating procedures. The Corporate Compliance section will complete an annual Risk Assessment, which will guide auditing and monitoring efforts and will be re-assessed at least quarterly. At the direction of the ELT and in coordination with Quality Management, Equal Employment Opportunity (EEO) Manager and/or Human Resources (as appropriate), the incumbent will triage and assess the need for fact-findings, will organize all facets of the investigation, and serve as the administrative contact for the investigative team. The Chief, Corporate Compliance section will administratively assist with the investigation and, with Assistant Director approval, organize, implement, and track Fact-Finding actions. The Chief may also be assigned to conduct investigations and complete reports. Incumbent requires knowledge of, and will be involved in, investigative and compliance activities of a highly sensitive nature.
MAJOR DUTIES: Corporate Compliance section Operations and Development (70%) - This position functions as the subject matter expert within the Corporate Compliance section for the areas of Business Compliance and Investigations. The Chief, Corporate Compliance section is responsible for directing, developing, implementing, and overseeing a multi-disciplinary, healthcare-system-wide Corporate Compliance section within the scope of the VHA mandated Privacy Program, Records Management Program, Conflict of Interest, Ethics and Compliance & Business Integrity (CBI) Program (which includes auditing, monitoring and creation of corrective action plan activities in the areas of coding, documentation, purchased care, exclusionary lists, conflict of interest, accuracy of patient registration, etc.), VHA policy related to investigations, the VISN equivalent of each of these programs, and other high risk areas as determined by the VHA, VISN 6, and WNCVAHCS leadership.
Supervisory Responsibilities (30%) - Supervises employees in the privacy, compliance, ethics, and record management programs. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; Implementing health care compliance oversight initiatives and coordinating an integrated approach to ethical principles, quality standards, safety, risk management, high-reliability, and value.
