The primary purpose of this position is to serve as a program controller, applying military aviator experience to analyze, develop, and evaluate issues and to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major acquisition program for the E-3 Airborne Warning and Control System and Control and Reporting Center
Duties
Analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of major acquisition programs.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major command requirements.
Leads/participates in Working Groups, Integrated Product Teams, and special project teams related to requirements process.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation.

- AF Military aviator experience is critical to the successful performance of the work.
- Position is designated Special Sensitive and incumbent must be able to obtain and retain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Employee must have proficiency in the use of Microsoft Office products.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Administrative, Clerical, and Office Services. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes analyzing management information requirements to develop program and administrative requirements to include planning, organizing, managing productivity and maintaining accountability of work operations in major acquisition programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of a wide range of qualitive/quantitative analytical techniques and methods to assure performance when analyzing policy and procedural guidance, in order to recommend or support a course of action when planning or making decisions or commitments related to assigned functions.
Knowledge of Air Force and command program goals and objectives in relation to the E-3 AWACS and CRC platforms: the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Knowledge of the application of AF military aviator expertise as it applies to assigned programs and assigned weapons systems.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
Employee is desired to have experience working on Special Access Programs (SAP).Employee is desired to have at least 10 years prior E-3 flight/maintenance experience. Employee is desired to have at least 3 years previous acquisition and/or requirements-related experience.
