This position is in the Veterans' Employment and Training Service (VETS), Office of Agency Management and Budget (OAMB). The incumbent reports to the OAMB Director. The incumbent is VETS manager for shared services in the areas of acquisition and human resources, and the Agency Point of Contact for travel management, contract mail, GSA Smartcard Program, and similar under the Director of OAMB.
Duties
For the GS-0343-15-VETS Supervisory Managment and Program Analyst:
- Conduct research and analysis to identify the need for new policies and procedures, addressing issues revealed through reviews, audits, or operational challenges.
- Provide technical assistance during market research, source selection, negotiation, administration, and management of contracts and grants.
- Plan, organize, and oversee workforce planning and hiring initiatives, aligning with strategic objectives and ensuring adherence to human capital policies.
- Evaluate program status, adjust priorities, and provide strategic guidance to ensure alignment with departmental goals.
- Advise on statutory and regulatory concepts, customer service principles, and continuous improvement strategies.
- Lead knowledge management efforts, developing strategies for knowledge exchange and incorporating lessons learned to enhance agency operations.
- Provide strategic direction in defining and improving administrative business processes, performance measures, and trend analysis to support enterprise-wide decision making across areas of purview.
- Write agency policies and Director's memoranda in areas of purview. Demonstrates a high level of skill in oral and written communication.
- Consistently demonstrate respect, tact, diplomacy, and patience when communicating and interacting with others, including, co-workers, subordinates.
- Supervise and assign work to subordinates based on priorities. Reviews the work of subordinates and accepts, amends, or rejects products as appropriate.

Qualifications
You must meet the Specialized Experience to qualify for Supervisory Management and Program Analyst, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-15 must include all of the following:
Developing, analyzing, and implementing policy and evaluate programs' effectiveness to recommend major program or operational changes.
Overseeing projects, studies, data analysis, and programs concerning information collection, workforce analytics, acquisition management, procedures, qualitative and quantitative research, or workforce analytics.
Leading, managing, or supervising employees to promote sound business practices.
Education
There is no education in lieu of specialized experience at the GS-15 grade level.
