About the Position: The US Army Medical Center of Excellence(MEDCOE) is located at Fort Sam Houston, Texas. The Center is where the Army Medical Department formulates its medical organization, tactics, doctrine, and equipment. The Center is where the Army educates and trains all of its medical personnel.
Duties
Ensures that the analysis, design, and development phases of the Analysis, Design, Develop Implement and Evaluate (ADDIE) process are coordinated, integrated and aligned.
Supervises the work of instructional systems specialists and/or Training Specialist assigned to ITD.
Considers current workload, resources, and future initiatives and programs to prioritize work, and determine resources for all Branch activities/projects.
Coordinates training development efforts with other AHS departments, as well as with counterparts at other schools, agencies, and commands.
Responsible for reviewing and approving training materials, correspondence courses, training aids, and projects.
Keep abreast of new educational systems, and use substantial knowledge of principles of education and training theories, requirements and assessments.
Develop and recommend long-term goals, objectives, and priorities; prepare reports and briefings and serve as a representative for the division, directorate at meetings and conferences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a
Secret security clearance or access for the duration of employment. A background investigation and
credit check are required.
- Requires travel away from the normal duty station on military or commercial aircraft for TDY up to 25% of the time.

Basic Requirement for Supervisory Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes practical knowledge of training development; provide guidance and recommendation for training programs; experience in academia and/or military education to develop course curriculum and course design. This definition of Specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
