About the Position: Serves as the Chief, Individual Training division (ITD), receives general guidance from the Director, Directorate of Training and Doctrine (DOTD) with the U.S Army Medical Center of Excellence located at Fort Sam Houston, Texas.

Duties

Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of the DOTD and ITD education. Identifies need for change in organization priorities and takes action to implement such changes. Exercises supervisory personnel management responsibilities. Coordinates education and training development efforts with the United States Army Medical Center of Excellence departments. Establishes, develops, and maintains effective working relationships with MEDCoE directorates and others to promote the optimum environment for coordination, integration, alignment, development, and administration.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Basic Requirement for Supervisory Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes which includes planning, organizing, and coordinating the development of education and training courses; leading, managing, and/or supervising education/training development work; providing guidance and direction to training development teams; ensuring training programs and products developed are in accordance with regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
