This position is part of the Defense Human Resources Activity. The incumbent will serve as the primary OPA focal point for OSD-related survey, research and analytic efforts on health and resiliency, with managerial responsibility for assigning the work and determining which assets to use on research projects in the OPA, Health and Resiliency Program.

Duties

As a Supervisory Interdisciplinary at the GS-0180/0184/1530-15 some of your typical work assignments may include: Responsible for the formulation and execution of the Health and Resilience research program. Oversees the establishment of requirements for all surveys, research and analytic efforts, and for the preparation of reports, briefings and other research products. Serves as a principal advisor and recognized expert authority within the DoD on the OPA Health and Resilience research program, providing expert research recommendations to OSD policy officials and DPAC/OPA leadership. Acts as an advisor and consultant to external stakeholders (e.g., OUSD[P&R], Service stakeholders) and at times works with other research experts within OPA (e.g., other OPA divisions) and outside of OPA (e.g., RAND, IDA, other research and academic organizations) on mutually agreed efforts. Effectively communicates complex social science research and survey concepts and findings for a wide variety of technical and non-technical audiences in both written and oral format. Leads and supervises a division comprised of expert social science researchers and analysts, providing subject matter and technical expertise and strategic oversight for all efforts within the division. Responsible for budget and contract oversight within the division.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialize experience equivalent to the 14 grade level in the Federal service: Overseeing a portfolio of applied social science research and analytic projects in support of policy stakeholders Leading teams of researchers and analysts in the execution of social science research efforts for policy stakeholders Communicating complex research insights to non-technical policy audiences in written and oral format Managing budgeted resources and contract deliverables for a portfolio of social science research efforts Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0180/0184/1530, series as listed below: A. For the Psychology (0180) Series: Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. B. For the Sociology (0184) Series: Degree: sociology, or social psychology, or political science that included at least 24 semester hours in sociology OR combination of education and experience: courses equivalent to a major in sociology (i.e., at least 24 semester hours), plus appropriate experience or additional education. C. For the Statistician (1530) Series: Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering: or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing OR combination of education and experience -- courses as shown in C above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
