The primary purpose of this position is to serve as the primary Course Manager Team Lead over the course writers; to provide effective oversight & direction of team-based projects that develop Defense Language Institute English Language Center English language curriculum.
Duties
Directs, oversees, develops, produces, and evaluates instructional materials and measurement instruments.
Exercises supervisory personnel management responsibilities.
Plans, designs, and coordinates ESL/EFL/ESP/EAP instructional and teacher training materials ensuring compliance with the legal and regulatory requirements under the Department of Defense (DoD), the Department of State (DoS), the Defense Language and National Security Education Office (DLNSEO), the DSCA, the United States Air Force (USAF), Air Education and Training Command (AETC) and other military services while meeting customer needs.
Oversees course maintenance, training materials in operational use, instructor training, staff development, security cooperation; briefs DLIELC faculty, supervisors, and program managers; and represents DAF DLIELC at conferences, formal and informal events, and meetings.
Manages and directs the effective implementation of English as a Second Language (ESL), English as a Foreign Language (EFL), English for Specific Purposes (ESP), and English for Academic Purposes (EAP) curriculum.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
- A degree in English as a Second Language, English as a Foreign Language, English, Foreign Languages, or related speciality is desired however, incumbent must meet, as a minimum, one of the following:
- Master’s degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL)/Teaching English as a Second Language (TESL)/Teaching English as a Foreign Language (TEFL); cont
- English as a Second Language (ESL)/English as a Foreign Language (EFL); Applied Linguistics (or Linguistics); OR
- Undergraduate degree in ESL/EFL; English; Foreign Languages or related specialty; AND one year of professional level supervisory experience in an adult learning environment; OR
- Any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (TESOL, TESL, TEFL, ESL, EFL, linguistics, etc.)... cont
- AND one year of professional level supervisory experience in an adult learning environment.
- Knowledge of training administration, policies, and procedures
- Knowledge of HR principles, methods, practices and techniques of performance and evaluation, EEO principles and practices as well as safety and security regulations, practices, and procedures
- Ability to communicate and interact effectively, both orally and in writing, with all levels of personnel within and outside the organization, including across multinational forums
- Must be able to obtain and maintain the appropriate security clearance
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Education and Training Series 1701 + IOR (Individual Occupational Requirement).

Combination of education and experience -- Applicant has a combination of education and experience which includes courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the fields of ESL/EFL/ESP/EAP and the principles of SLA. Knowledge of language assessment measures and their developmental procedures, administration, and related policies. Knowledge of the principles and methods of curriculum development and instructional design.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of learning theory and the principles, methods, practices and techniques of the instructional systems field to administer, advise on, design, develop, or provide educational or training services in formal training programs.
2. Professional knowledge of the fields of ESL/EFL/ESP/EAP and the principles of SLA.
3. Knowledge of language assessment measures and their developmental procedures, administration, and related policies.
4. Skill in the use of computer software and instructional technologies to produce and deliver instructional materials.
5. Knowledge of EEO principles and practices as well as safety and security regulations, practices, and procedures.
6. Ability to communicate and interact effectively both orally and in writing with all levels of personnel within and outside the organization, including across multinational forums. Ability to organize and direct a curriculum development teams to complete specific projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
