The primary purpose of this position is to serve as senior advisor to the SWHPSG commander on the HP program. Serve as an administrative expert in the development, implementation management, and oversight of the Air Education and Training Command (AETC) Air Force Special Warfare (AFSPECWAR) HP Program. Duties

(Cont'd from Summary) Support SWHPSG Training Squadron commanders in the management of HP and provide guidance to geographically separated unit HP teams, which may involve data management of metrics for manpower utilization, facility needs, and budgeting. Duties: Serves as the top HPO advisor and senior management consultant to the commanding officer and staff of a major technical service school on human performance and AFSPECWAR operator. Represents the technical service school with a variety of installation and functional area organizations. Coordinates, oversees, and manages research projects and policy development across the training school, as it relates to Human Performance and/or programs using sound scientific practices. Develops and maintains a robust and controlled HP web-based site for BA to be used as the central site for HP references, instructions, guidance, protocols, planning, lessons learned, data collection, best business practices, and other important correspondence.

  • Incumbent must have a Master's Degree with knowledge and skills in in one of the following areas: Athletic Trainer, Exercise Sciences, Exercise Physiology, Physical Therapy, Kinesiology, Biomechanics, Physical Education, nutrition/dietetics, (Cont'd)
  • (Cont'd) or related field. Knowledge of the principles, concepts and methodology of exercise physiology in order to assess individuals and determines the method that will be the most effective to enhance physical fitness, promote health, (Cont'd)

  • Incumbent must be able to obtain and maintain a SECRET Security Clearance.
  • Incumbent must possess sustained experience working with elite athlete populations, with a minimum of 15 years of aggregate professional experience specific to increasing competitive human performance. (Cont'd)
  • (Cont'd) Creditable specialized experience includes: coordination of Special Operations specific performance programs, or work with other elite athletes (i.e. Division I collegiate, Olympic, professional level athletes or (Cont'd)
  • (Cont'd) or work with other elite athletes (i.e. Division I collegiate, Olympic, professional level athletes or Special Operations/Special Forces-specific tactical professionals).
  • Incumbent must have published, or co-published, an academic related study related to human performance.
  • Incumbent must possess and maintain in basic Cardiopulmonary Resuscitation (CPR) to include Automated External Defibrillator (AED) training.
  • Incumbent must be able to obtain and maintain a motor vehicle driver's license.
  • May occasionally be required to work other than normal duty hours.
  • May occasionally require travel away from the normal duty station, if and when necessary.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or (Cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position of a Training Coordinator. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes, 1) Knowledge of advanced concepts, principles, and methodology in all aspects of program management. Necessary to serve as an expert in the full range of program management functions. Ability to master over a brief period of time all administrative aspects of the HPO Program and ability to assist in other program or curriculum development projects with the Medical Director or Course Managers. 2) Knowledge of Department of Defense, Department of the Air Force, and other organizational relationships as it pertains to medical administrative policy and procedures in support of the medical director's implementation of the POTFF program. 3) Knowledge of BATG mission, organization, and programs and human performance program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions as related to actual events. 4) Knowledge of military concepts in the development of training programs and to evaluate the training objectives desired, available technical materials and job analysis of the skill requirements for which training is to be given. 5) Ability to plan and evaluate human performance for tactical athletes, and develop training plans and materials in support of programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of industry human performance (strength and conditioning) standards and practices, which include application advanced principles and techniques used to design training programs, develop design strategy and models, and apply design methods to develop or improve human performance, anticipate changes and new developments in technology and relevant strength and conditioning fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts. 2. Knowledge of risk management strategies-safety, security, personnel management, and EEO regulations, practices, and procedures-and ability to identify and manage potential risk areas while meeting command requirements and resource limitations. 3. Ability to develop land- and water-based rehabilitation and conditioning exercises. 4. Knowledge of computer-based multimedia, interactive, and other training materials to facilitate strength and conditioning program assessment, evaluation, and data collection with understanding of software and programs associated with Microsoft Office. 5. Ability to devise professional evaluation criteria, parameters, characteristics, and interrelationships for research design approaches, and to assess the impact of new technology on current training systems and processes, and measure the effectiveness of program techniques. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peer, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
