Duties

Summary The primary purpose of this position is to exercise third level supervisory and managerial authority over the English Instruction Flight, comprised of the General English Section, Specialized English Section, and Advanced English Section. Supervises four GS-13 section chiefs who direct 28 first-line supervisors. Acts as the primary academic advisor to the Squadron Commander on DoD English Language Program (DELP) matters pertaining to resident training programs. Responsible to the Commander for direct oversight of 250+ personnel, delivering English language training to 3500 foreign military personnel from 120 nations annually. Military students' ranks include cadets, privates, NCOs, officers, general officers and senior civilian executive service equivalent members. Students represent all age groups, services, educational, cultural and religious backgrounds. Additionally, the purpose of this position is to foster goodwill among the diverse groups of international military and civilian students in support of the goals of the Security Cooperation program. Duties Plans, oversees, organizes, and integrates Flight Operations, ensuring compliance with legal and regulatory requirements under the Department of Defense (DoD) and affiliated agencies, while meeting customer needs. Exercises supervisory personnel management responsibilities. Serves as Chief Academic Advisor to the 332 TRS Commander/DLIELC Dean of Academics. Represents the branch and division with a variety of installations and functional area organizations.

  • It is highly desirable the incumbent meet as a minimum one of the following: A. Master's degree in one of the following disciplines: Teaching English to Speakers of Other Languages (TESOL) / Teaching English as a Second Language (TESL) (Cont'd)

  • (Cont'd) AND one year of professional level experience teaching ESL/EFL to adults; OR C. Any undergraduate degree AND 24 semester (or equivalent) hours of undergraduate courses equivalent to a major in one of the above stated disciplines (Cont'd)
  • (Cont'd) (TESOL, TESL, TEFL, ESL, EFL, linguistics) AND one year of professional level experience teaching ESL/EFL to adults.
  • A native speaker or equivalent and be free of speech impediment is highly desired.
  • Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
  • Incumbent may be videotaped while teaching for training purpose.
  • Incumbent must obtain and maintain a Secret Clearance as a condition of continued employment in this position.
  • Due to mobility agreement required for employment, a physical examination is required and must be maintained, for deployment, to include items mentioned on SF-78.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of Security Assistance policy and procedures as they apply to English language training, to include resident and nonresident program administration; (2) Knowledge of the DLIELC American Language Course and instructional design and materials development sufficient to determine effectiveness; (3) Knowledge of English as a Second Language/English as a Foreign Language principles, theories, and learning methodology; (4) Ability to establish unified program objectives; analyze, plan and adjust work operations of one or more organizational segments; and assess progress within and across the General English, Specialized English and Advanced English functional areas; (5) Ability to plan, organize, and direct the organizational functions and mentor, motivate, and appraise the staff through subordinate supervisors; (6) Ability to credibly represent DLIELC to high-level US and international officials. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of English as a Second Language/English as a Foreign Language principles, theories, and learning methodology. 2. Knowledge of the DLIELC American Language Course and instructional design and materials development sufficient to determine effectiveness. 3. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
