The position is located in the Information Management Division, Office of the Executive Director, Bureau of European and Eurasian Affairs and Bureau of International Organizations Affairs (EUR-IO/EX-IM), Department of State (DoS).

Duties

Supervises a team involved in selected projects within EUR-IO/EX and manages information technology (IT) innovation, application development, systems integration, customer support, projects, taskers and remote support for customers teleworking. Coordinates input and development, management, and execution of the modernization process for EUR-IO/EX systems, applications, and data. Evaluates business needs of EUR/IO practitioners, conducts market research, and identifies appropriate technology solutions. Evaluates the impact of changes in policy or regulations that affect business operations to be automated in order to adjust systems designs to accommodate these changes. Coordinates with other activities and communities of interest and represents EUR-IO/EX at high level planning conferences and review meetings within Department of State.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail -  The incumbent is thorough when performing work and conscientious about attention to detail. Customer Service - The incumbent works with clients and customers to assess their needs, provide information and assistance by resolving their problems and satisfying their expectations and knows about available products and services all while providing excellent customer service. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. Makes clear and convincing oral presentations and listens to others input. Attends to nonverbal cues and responds appropriately. Problem Solving -Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternatives solutions and makes recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: NOTE: Experience identifying and implementing new methods and technologies that offer advances in data access, efficiencies, security, and data analytics. Experience developing and leading studies and focus groups to improve the quality and effectiveness of information campaigns aimed at increasing customer satisfaction and awareness. Experience supervising and managing development of IT initiatives, programs, and projects. Experience adopting stakeholder research and data analytics to advise senior officials on data and information communication strategies. In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
