About the Position: Serves as a Human Capital Specialist for the US Army Joint Counter small Unmanned Aircraft Systems(C-sUAS) Office (JCO)performing a variety of duties relating to the management of administrative and personnel services and advice.
Duties
Advise managers in preparation of position descriptions (PDs).
Serve as liaison between management and servicing Human Resources Office.
Provide interpretation to management on existing policies concerning use of the workforce.
Process personnel actions such as reassignments, promotions, awards, separations, time and attendance and payroll related functions.
Serve as the performance management specialist.
Provide options and/or alternatives pertaining to staffing matters.
Analyze a variety of personnel management/programs and advise on their practical application.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- Travel Required: Up to 15% Business Travel may be required.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes evaluating the efficiency of human capital operations; conducting detailed analyses of complex civilian personnel actions such as position establishments, recruitment actions, promotions, reassignments, performance evaluations, awards, and training; and administering various personnel related programs such as incentive awards, performance evaluation, payroll, training, and leave transfer program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
