The Office of Suicide Prevention (OSP) in the Veterans Health Administration (VHA) is responsible for providing strategic guidance directed toward improving the quality of mental health care for over one and a half million Veterans nation-wide. OSP serves as the primary consultant to the Secretary and the Under Secretary for Health (USH) on issues related to preventing suicide, improving Veterans' mental health, and addressing Veteran public health issues.

Duties

Duties include but are not limited to: Serves as senior advisor to the Community Director and Senior Consultant for Interventions in developing the strategic vision for development of the community prevention portion of VA's public health approach to suicide prevention. Establishes and oversees an implementation support program for community based interventions at the state/national level for suicide prevention, which includes the development and dissemination of tools, training, technical assistance, and quality assurance/ quality improvement across all 50 states, 5 territories, relevant tribal entities, and 140 Health Care Systems. Leads the development of detailed plans on goals and objectives for the implementation, administration, and delivery of state/national program implementation for for suicide prevention. Applies effective management practices to ensure that all aspects of the National Engagement Program for Community Based Interventions responsibilities are fully implemented. Leads the preparation and dissemination of national reports on implementation quality of community based interventions at the state/national level and makes recommendations for national program improvement and program development. Plans, organizes, and directs the implementation of a national CBI TA program. Works and negotiates effectively with management to accept and implement recommendations where the proposals involve substantive agency resources that require change in policy or may conflict with agency positions. Balances responsibilities in a complex environment, work with great autonomy, set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems and develop and implement effective solutions for those problems. Works collaboratively with other disciplines, VA and VHA senior leadership and other program offices, Evaluation Centers, senior managers from other federal, state and local agencies, and private partners in efforts focused on addressing suicide prevention; to identify and address gaps in community based intervention for suicide prevention for Veterans and leads efforts to identify, evaluate and implement solutions to fill identified gaps at the state/national level. Collaborates with federal, national and state partners, assigned Community Engagement and Partnership Program Managers, OSP staff, and other teams of experts and consultants to provide implementation support to state-level teams, VISNs and local facilities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement OR, Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting both the IOR, you may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preferred Experience- 3 years pf supervisory experience; 3 years of leadership experience Knowledge of the principles and practices of change management. Experience in leading teams and partnering with others to accomplish mission related goals and tasks. Ability to effectively organize and communicate complex information to a wide range of audiences including staff, VA employees, federal partners, communities, Congress and the White House. Experience developing, implementing and evaluating programs on a large scale for a variety of audiences.
