About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element, Alexandria, Virginia.
Duties
Supervise the day-to-day operations of a resource management directorate responsible for planning, assessing, programming, budgeting, managing, executing and coordinating resource management activities.
Advise senior leadership and commanders on resource management related concerns pertaining to resources and operational factors, accounting for the appropriate resource management regulations, policies, and internal procedures.
Direct and supervise the performance evaluation process and procedures for Civilian support personnel.
The position is responsible for organizing, planning, supervising, and directing work through subordinate supervisors responsible for complex resource management planning and execution.
Serve as supervisory management officer, senior advisor, and principal deputy of a resource management directorate of a headquarters element.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TS/SCI security clearance based on an SBI.
- Must be able to obtain Financial Management Certification level 3 within two years of employment.
- Must sign a statement attesting to the understanding Defense Civilian Intelligence Personnel System (DCIPS) provisions.
- Will be required to participate in the Civilian Drug Testing Program and will be required to take a pre-employment urinalysis screening test.
- Temporary Duty (TDY) may constitute up to 20% of time.
- Must be able or willing to work unusual and extended hours and forego conveniences normally afforded Civilian employees while on organization operations or training in CONUS and US Installations OCONUS.

2) Interpreting budget guidance for program planning; and
3) Managing resource management regulations, policies, and internal procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/GS-13
