This position is part of the Defense Human Resources Activity. The incumbent will be primary advisor to the DHRA Comptroller, responsible for overseeing the work of multiple Enterprise Programs and subordinate DHRA Offices/Centers: budget execution, funds control, program adjustments, preparation, review and brief budget execution reports

Duties

As a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-15 some of your typical work assignments may include: Providing expert advice, assistance and guidance with regards to the entire Program, Planning, Budget and Execution (PPBE) lifecycle with key emphasis on budget execution activities for the entire Defense Human Resources Activity (DHRA) enterprise. Ensuring 100% execution of DHRA's $1BN+ program, to include Operation and maintenance (O&M), Research, Development, Test & Evaluation (RDTE), and Procurement Defense Wide (PDW) appropriations, ensuring DHRA meets obligation mandates as prescribed by Office of the Under Secretary of Defense (OUSD)(C) and DHRA Senior Leadership, tracking funding requirements from cradle-to-grave (commitment to obligation to closeout). Providing expert analyses in accomplishing all Comptroller related data calls to include the completion of the Monthly Executive Summary, OUSD Monthly Flash Data, and other OUSD Comptroller financial taskers. Executing policies, procedures and budget execution preparation instructions pertaining to DHRA programs and activities including those having special requirements and implications. Directly supervising a team of seasoned Financial Management Specialists to ensure budget execution requirements are achieved. Creating and working corrective action plans to correct deficiencies in procedures having DoD-wide implications as it pertains to the implementation of DHRA policy and Financial Improvement and Audit Remediation (FIAR) initiatives. Serving as the subject matter expert in all facets of the Defense Accounting Initiative (DAI) financial system, e.g. Budget-to-Report (Funds Control), Procure-to-Pay (Requisitions/Establishment of Commitments) and/or Order-to-Cash (Incoming Orders).

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Managing, directing, advising and making recommendation on specified process improvement initiatives and providing advice and consultations on resource management to senior and executive leaders Leading and participating in teams and groups to support process improvement initiatives and providing advice and consultations on resource management to senior and executive leaders. Developing and presenting briefings to executive level and/or large group non-technical audiences Using analytics to problem solve and make recommendations and build partnerships and consensus to resolve complex issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
