This position is located within the Office of the Assistant Director (OAD), Directorate for Technology, Innovation and Partnerships (TIP). The Staff Associate for Budget Strategy has responsibility for the development of TIP's portion of NSF's budget request and related policy and communication issues, primarily developing responses to Congressional concerns and questions about the budget, and proactively shaping programmatic initiatives to address Administration and Congressional interests.
Duties
As a Staff Associate for Budget Strategy, you will perform the following duties:
Oversees and coordinates the preparation and analysis of the annual TIP budgets that go to the Office of Management and Budget (OMB) and to Congress. To include: managing the formulation, justification, and execution of the TIP budget; coordinating within NSF to address budget process issues; serving as the BPLG rep; assessing long- and short-term budget impacts; monitoring the authorization/appropriation processes; and coordinating across TIP.
Coordinates with TIP Divisions, BFA, and OIRM on execution activities or initiatives to resolve resource allocation issues affecting TIP mission operations, including AOAM funds, FTE/IPA allocations, space and equipment.
Oversees continuous analysis of Directorate use of operational expense allocations, including those for training and travel.
As a member of the Senior Staff of the Directorate, works with other senior staff both within and outside the Directorate on issues involving budget, legislation, policy, and financial operations
Ensures timely presentation of new programs and major awards to the Director's Review Board (DRB) and the National Science Board (NSB) for review and approval.
Conducts special studies at the request of the Assistant Director, Deputy Assistant Director, or on own initiative.
Responsible for AOAM budget execution activities for TIP accounts in conformance with applicable regulations
Supervise a limited number of staff to include planning, assigning, and reviewing work; setting priorities; assessing training needs; tracking performance requirements; enacting minor discipline measures; resolving minor complaints/issues; and furthering EEO goals.
Qualifications
Qualified applicants will meet both the specialized experience and the selective factor.
To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in Federal service performing all aspects of budget and financial management for an organization. Examples of experience include: planning and managing the formulation, justification, and execution of an organization's budget; assessing short- and long-term impacts of financial strategies for an organization; preparing annual financial reports for the Office of Management and Budget and Congress; and analyzing financial resources to resolve any subsequent
issues or problems with the federal budget process.

You will receive credit for all qualifying experience, including volunteer experience.
