The primary purpose of this position is to serve as the Assignments Branch Chief of the Talent Operations Division. Responsible for USSF officer and enlisted talent management, assignment actions, and accession operations.

Duties

Performs supervisory management responsibilities less than 25% of the time. Represents Space Force with a variety of agency, command, and installation and functional area organizations. Performs strategic communication for the Talent Operations Division.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI)
  • Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination.
  • The employee must successfully take and pass a Counterintelligence Polygraph (CIP) Examination.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include applying a comprehensive knowledge of regulations, policies, directives, instructions, and concepts governing functions such as assignments, recruitment and placement, classification/security, talent management, acquisitions, or other programs related to personnel management; applying advanced personnel principles, concepts, practices, analytical methods, quantitative and qualitative techniques to resolve complex problems; identifying, considering, and presenting options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, boarded selection processes to bring program policies and operations in line with higher level vision, goals, and objectives; and conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the regulations, policies, directives, instructions, and concepts governing functions such as assignments (special sensitive), recruitment and placement, classification/security, talent management, acquisitions, or other programs related to personnel management within the federal government. 2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, boarded selection processes to bring program policies and operations in line with higher level vision, goals, and objectives. 4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
