The primary purpose of this position is to serve as a Senior Requirements Analyst within the Capability Requirements Division. Provides recommendations to the Division Chief and Director to ensure all aspects of the Planning, Programming, Budgeting and Execution (PPBE) System processes are strategically executed to support both the Unified and Bi-National Commands.

Duties

Serves as a senior Program Analyst in identifying and developing multi-year DOD wide JCIDS and Defense Acquisition Lifecycle requirements necessary for NORAD and USNORTHCOM to accomplish their UCP and Bi- National Agreement assigned missions. Serves as team leader in studies and projects that are often of such a complicated nature and broad scope that extensive coordination across the directorates and external to N&NC is required. Researches cyber, space, command and control and information operations issues, analyzes options, and recommends courses of action through reports, papers, briefings and correspondence for presentation to the Combatant Commander, OSD, Joint Staff, Service Headquarters, and other governmental agencies. Represents the Commander of NORAD and USNORTHCOM, as well as the J8 Director, with a wide variety of internal and external officials (at various levels from SME to SES level).

Qualifications

(Con.) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Congressional, OSD. Joint Staff, Service and Unified Command planning, programming, and budgeting system and requirements generation processes; mastery of a wide range of Congressional, DoD, and Service policies/regulations/laws used to formulate requirements, acquisitions, financial management, manpower and personnel, budgeting, planning, and programming; extensive knowledge of the Joint Staff and other agencies involved with NORAD and USNORTHCOM programs to ensure planning, programming, and budgeting are effectively done for the many varied programs throughout their life cycle. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in analyzing issues and formulating solutions to problems. Knowledge of DOD and the Interagency to include the roles and organization of the Department of Homeland Security, OSD, the Joint Staff, the Services, other Unified Commands, and Defense Agencies. Knowledge of the theory, concepts, principles, and practices of strategic analysis and capability requirements definition sufficient to conduct the difficult assignment of interfacing and managing relationships. Skill in the complete range of the Planning, Programming, Budgeting and Execution System, to include supporting processes including but not limited to the Joint Capabilities Integration and Development System (JCIDS) and Joint Requirements Oversight Council (JROC) Process. Knowledge of Congressional and Agency procedures, regulations, precedents, policies, and guides that impact organizational operations, and the ability to interpret and apply those laws, policies, and higher level directives in working to identify and communicate requirements and capability gaps. Knowledge of electronic services and data bases providing information and products regarding financial cost support. Skill writing and oral communication. Skill in managing several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
