Duties

PRIMARY PURPOSE: The purpose of this position is to serve as a Division Chief, Programs and Evaluations Division, Requirements, Analysis and Resources Directorate, NORAD USNORTHCOM and as the senior technical authority for the development of the Commands' Program Objective Memorandum (POM) Program Budget Review (PBR), Congressional interactions and Strategic Analysis. As Chief of the Programs and Evaluation Division, this position exercises second level supervisory and managerial authorities over military and civilian personnel responsible for development and coordination of POM, PBR, and Congressional interactions. This position also ensures that program are strategically reviewed, analyzed, prioritized, and resourced to support the Unified and Bi-National Commands, and are in compliance with DoD planning and programming guidance. As the senior technical authority for the Commands' POM, this position will ensure that all programming responsibilities are met and are in compliance with DoD guidance. When required, the position provides policy, guidance, and oversight for Bi-national and Combatant Command programs. Complies with security directives regarding use, dissemination, and securing of classified material. DUTIES: Serves as Division Chief, Programs and Evaluations Division and exercises supervisory personnel management responsibilities. Serves .as the senior technical authority for the development of the Commands' PCM and PBR, and provides support for Congressional interactions related to resourcing issues. Initiates programming, resourcing and analysis activities to support strategic objectives, analyzes options and recommend course of action through authoritative reports, papers, briefings and correspondence. Represents HQ NORAD and HQ USNORTHCOM, Requirements, Analysis and Resources Directorate with a variety of command and functional area organizations.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This position is designated by the Air Force as a Test DesignatedPosition(TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated as the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include practical knowledge of the roles and organization of the HQ NORAD and HQ USNQRTHCOM, other Services, DoD, Inter Agencies, including battle staff operations requiring resource inputs. Knowledge of Congressional and agency procedures, authorization & appropriation processes, precedents, policies, and guides; in-depth knowledge of office computing, specifically financial management and programming systems; knowledge of electronic services and databases providing information and products regarding PPBE support; and knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of the roles and organization of the HQ NORAD and HQ USNQRTHCOM, other Services, DoD, Inter Agencies, including battle staff operations requiring resource inputs. Knowledge of Congressional and agency procedures, authorization & appropriation processes, precedents, policies, and guides. In-depth knowledge of office computing, specifically financial management and programming systems. Knowledge of electronic services and databases providing information and products regarding PPBE support. Knowledge of safety and security regulations, practices, and procedures. Superior skills anaiyzing financial, capabilities, and Planning, Programming, Budgeting and Execution (PPBE) processes, functions, management and regulatory compliance issues, and formulating solutions to resourcing problems. Skill in applying output from operations research models and concepts in development of resourcing solutions. Ability to interpret and apply public law and policy, to include DoD and Service principles and higher-level directives relative to NORAD and USNORTHCOM operations. Ability to plan, organize and direct the functions and mentor, motivate, appraise and award the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
