The Supervisory Civilian Pay Technician (CPT) supervises subordinate CPTs and performs civilian pay program work in direct support of the Veterans Affairs Medical Center (VAMC), under the Finance Service. The Supervisory CPT reports directly to the Finance Service Chief Financial Officer (CFO) or, as delegated by the CFO, the Assistant Chief Financial Officer (ACFO) or other designee.
Duties
Major Duties include but not limited to:
Serves as local technical payroll experts to VAMC staff and provide data, reports, guidance, and resolutions to payroll issues across the VAMC through research, resolution and response to verbal and written pay and leave inquiries from employees, supervisors, Financial Service Center (FSC), HR staff, Veterans Integrated Service Network (VISN) and VA Central Office (VACO) officials.
Promoting effective utilization of employees to achieve program goals and ensure efficient and economical work.
Setting and adjusts short-term priorities and prepare schedules for completion of work as necessary.
Developments resolutions and/or solutions to unique or regular and recurring payroll errors based on recommendations from CPTs and/or review of reports or other pay related documents and/or issues that commonly arise.
Elevating any payroll errors that cannot be resolved locally to appropriate external offices such as HR, Financial Service Center (FSC) or Defense Finance Accounting Service (DFAS).
Resolving the most complex and sensitive payroll issues to include: court cases; Congressional inquiries/complaints; direct Department of Treasury, Internal Revenue (IRS), Department of Labor (DOL) or other federal agency (outside of VA) related requests/actions.
Tracing errors involving correction of pay covering long periods of time, requiring extensive research to identify and resolve pay issues.
Resolving problems, when necessary, referred or received by other external offices or employees (including garnishment questions, child support inquires, questions from Office of Workers Compensation Program (OWCP) bank discrepancy questions and paperwork from unemployment offices).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: leading/overseeing payroll processing and providing guidance to staff in the interpretation of policies, regulations, laws, etc., for a variety of pay plans; training staff on payroll procedures; advising and counseling staff on payroll and administrative matters; utilizing an automated pay system; and resolving pay and time/attendance issues.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The Supervisory CPT performs sedentary work. There may be some walking, standing, bending, and lifting up to 25 pounds.
Work Environment: The Supervisory CPT's work is normally performed in an office setting. The work environment involves every-day risks or discomforts, which require normal safety precautions typical of such places as offices, meeting, and training rooms.
