The Lead Civilian Pay Technician leads subordinate and performs civilian pay program work in direct support of the Veterans Affairs Medical Center (VAMC), under the Finance Service. The Lead reports directly to the Finance Office Supervisory. The Lead Civilian Pay Technician works closely with the following: Supervisor; subordinates, VA's Finance Service Center (FSC); servicing Human Resources (HR); all levels of VAMC supervisors, employees and union partners on all matters relating to payroll.

Duties

Major Duties: Ensure work assignments of subordinate payroll technicians s are carried out and conducts the following lead duties for subordinates such as: Distribute and balance the workload among payroll technicians in accordance with established workflow. Assure timely accomplishment of workload. Ensure the status and progress of work and make day-to-day adjustments in accordance with established priorities. Obtain assistance from supervisor when problems arise, such as backlogs which cannot be completely promptly. Estimate and report on expected time of completion of work. Maintain records of work accomplishments and time expended and prepare production reports as requested for the supervisor. Instruct pay technicians in specific tasks and job technicians for complex or non-routine assignments as necessary and assist in development of available written instructions, reference materials and receipt of supplies. Follow-up on work in progress when it appears there is a back-log and assist the supervisory in spot check of pay technicians work and in review of completed complex work to see that instruction on work sequence, procedures, methods and deadlines have been met. Ensure pay technicians run daily reports to make sure all facility employees' pay is correct and that they're regularly monitoring all reports to ensure consistency and any errors are resolved based on well-established procedures. Serve along with the Supervisory as the facility senior technical payroll expert to VAMC staff and provide data, reports, guidance and sometimes resolution to the most complex payroll issues across the VAMC. Trace errors involving correction of pay covering long periods of time, requiring extensive research to identify and resolve pay issues. Work Schedule: Monday - Friday 8:00am -4:30pm Compressed/Flexible: Not Authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform full range of payroll actions under multiple automated systems, Serve as a liaison with Defense Finance and Accounting Service (DFAS) as it relates to processing timecards, pay and leave adjustments and occasional troubleshooting of complex pay issues. Make changes to timecard postings or changes in HR Smart. Resolve system discrepancies Resolve system discrepancies which may result in initiating the employee debt process or back pay. Update employees' master payroll records. Review and work unique payroll actions. Manage annual refresher training for all timekeepers and supervisors. Conduct training and provide guidance to part-time physicians who enter into a memorandum of service level expectations (MSLE) and enter their own time and attendance on an electronic subsidiary record (ESR). Answer routine and occasional non-routine procedural questions relative to time and leave laws, regulations, procedures and resolve problems to ensure accurate and timely .pay. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performs sedentary work. There may be some walking, standing, bending, and lifting up to 25 pounds. The work is normally performed in an office setting. The work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms.
