Civilian Pay Technicians (CPT)s perform work in direct support of the Veterans Health Administration (VHA) Veterans Affairs Medical Center (VAMC), under the Finance Service. CPTs report directly to the Payroll Supervisor and work closely with: Human Resources (HR); VAMC union partner(s); accounting; budget; timekeepers; approving officials and employees on all matters relating to payroll.
Duties
Duties of the position include but not limited to the following:
Knowledge of a body of standardized regulations, requirements, procedures, and operations associated with duties related to the payroll support function in order to follow the various steps and procedures required to perform a full range of payroll support duties related to recurring or standardized transactions.
Knowledge of various payroll processing procedures to support transactions that involve the use of different forms and the application of different procedures.
Knowledge of one or more automated databases associated with a specific payroll function sufficient to input a range of standard information or adjustments, understand recurring error reports and take corrective action.
Knowledge of the structure and content of payroll and, as necessary, other financial management and HR related documents.
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted.
Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave w/o pay, advance sick leave and compensatory time. Interpret impact of current, new and updated regulations and polices to ensure proper timekeeping and accurate pay.
Answer routine and occasional non-routine procedural questions relative to time and leave laws, regulations, procedures and resolve problems to ensure accurate and timely pay.
Perform full range of payroll actions under multiple automated systems for employees appointed under different personnel systems with each having unique pay accounts and governing regulations/policies relating to the Federal Wage System, (FWS) General Schedule (GS) title 5 including special salary rates, title 38, title 38 hybrids, law enforcement and firefighter pay, Fair Labor Standards Act (FLSA), title 38 overtime, irregular tours of duty, etc.
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, coding, etc. for each separate pay plan involved and appropriate leave system impacted. Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave w/o pay, advance sick leave and compensatory time. Qualifications

This is a developmental position leading to a GS-06, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Experience: Applicants must have one full year of specialized experience equivalent to the next lower level GS-04 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Qualifying examples of specialized experience include:
Performs a variety of payroll duties including training of timekeepers, prioritizing daily tasks.
Utilizes computer programs to communicate with staff and management including Microsoft Excel, Word, Outlook, and TEAMS.
Communicates with various agencies and individuals in a courteous, tactful, and respectful manner. Possesses interpersonal skills to work with all levels of personnel.
Reports to management on payroll and budgetary issues of relevance, and accurate completion of the payroll cycle.
Performing a variety of processes involving pay, taxes, and deductions.
Knowledge of the structure and content of payroll and, as necessary, other financial management and HR related documents (e.g., reports, payroll forms, etc.), to investigate and resolve routine or recurring discrepancies, check documents for adequacy.

GS-06 Level: Applicants must haveone full year of specialized experience equivalent to the next lower level GS-05 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Examples of specialized experience include:
Handles conflict and problems in dealing with customers constructively and appropriately.
Provide data, reports, guidance, and resolution to payroll issues.
Determine proper application of pay and leave regulations, laws, rules and agency policies, guidelines, and coding.
Interpret and apply regulations and policies regarding appointment entitlements, leave earnings, charges of leave, leave w/o pay, advance sick leave and compensatory time.
Resolve system discrepancies which may result in initiating the employee debt process or back pay.
Conduct reviews which include but are not limited to: timely completion of documents; accuracy, propriety, and conformance to pay plan entitlements; applicable regulations, policies and procedural instructions.

Time-In-Grade Requirement GS-05: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
