You will serve as the Deputy Department Head in the Platforms and Payload Integration Department, Code 45B of NAVUNSEAWARCENDIV NEWPORT RI.
Per 5CFR 335.103c(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to a NT-06 or higher on a permanent basis in the competitive service.
Duties
You will be responsible for the management, oversight and direction of all the business/administrative operations associated with the execution of the department’s business enterprise.
You will be responsible for financial management, personnel administration, contracting, property management, information technology, security, safety, facility management and business planning/modeling/reporting.
You will represent the department on all matters related to business operations, contracts, financial health, work year estimates, business metrics and administrative matters.
You will serve in a supervisory capacity of the department’s staff as called upon by the Department Head and is expected to support the Department’s implementation of its strategic goals and broad area actions, as assigned.
You will coordinate and supervise administrative, financial, contractual, and facilities planning, implementation, and operations.
You will have managerial and decision-making authority for programs/functions having broad impact within the activity, Navy, and the Department of Defense.
You will represent the department with other NUWCDIVNPT organizations regarding these matters.
You will be a senior expert on the Division's mission and the required application of business resources to achieve the Division goals.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to lift/carry up to 15 pounds.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: responsible for management, oversight and direction utilizing critical thinking and complex problem solving skills for a business/administrative operation (financial management, personnel administration, contracting, property management, information technology, security, safety, facility management and business planning/modeling/reporting).
