You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Human Resources Division within the Corporate Operations Department of NAVUNSEAWARCENDIV NEWPORT RI, located in Newport RI.

Duties

You will provide assistance to the Code 10 Division Head as directed/needed for special administrative/business programs/labor relations/projects/assignments. You will perform duties to support HRO staff in the areas of records management, space, facility/building oversight, and other administrative functions related to the HRO business operation. You will prepare presentations, briefing materials, papers, reports and responses for the HRO staff. You will use Automated Time Attendance System reports as Timekeeper to advise HRO supervisors on timekeeping issues each pay period. You will assist in streamlining HR processes to ensure programs and services operate efficiently and in accordance with directives and policies. You will support various members of the HRO staff. You will access internal systems to access and retrieve data, information and extract reports. You will be Command’s Drug Free Work Place (DFWP) Coordinator and execute the Drug Testing Program for on-site and off-site testing. You will help in the administration of various mandatory certification programs (e.g. Defense Acquisition Workforce Improvement Act, Cybersecurity Workforce) and academic programs. You oversee the onboarding process to ensure orientation process is compliant and meets leadership objectives. You will serve as the HRO’s primary point of contact and liaison for contract administration matters. You will oversee and provide instruction to HR staff on the mailing and distribution of mail. You will coordinate and oversee records management responsibilities with HRO staff.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative support (e.g. human resources functions, records and data management, etc) to carry out projects to improve the efficiency and effectiveness of the organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
