This is a non-bargaining unit position.
Additionally, telework and remote agreements may be considered based on the needs of the agency.
Duties
As aSupervisory Information Technology Specialist, at the full performance level, you will perform the following duties:
Represent the Chief Information Officer (CIO) and Deputy Chief Information Officer (DCIO) in senior level meetings, conferences, and consultations within DHS and ICE senior leadership, and with various Federal and executive level agencies.
Address IT issues to include, but not limited to, cybersecurity; multi-year IT initiatives; strategic IT policy; alignment of IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization; design, and implementation of new and improved information systems; software applications; data management, and network operations.
Apply advanced IT principles, concepts, methods, standards, and practices, as well as a comprehensive knowledge of ICE-wide program missions, functions, and operations in providing authoritative guidance and in the resolution of highly complex and sensitive issues impacting major OCIO and ICE-wide program initiatives.
Use IT technical and program knowledge in understanding and communicating the interrelationships of IT specialties and communicating with technical and non-technical IT personnel to include, collaborating with, and providing operational IT insights and expertise to high-ranking officials, to include ICE Senior Executive Leadership, DHS counterparts, Congressional staff, and law enforcement and administrative Directorate programs.
Serve as Subject Matter expert and authority on critical OCIO IT to include advising on the impact of current and future high-level and administrative operations and the challenges associated with each.

Specialized Experience:
In addition to demonstrating the basic qualifications listed above, applicants must also demonstrate possession of specialized experience.
You qualify at the GS-15 level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level performing duties as:
Performing technical and management level assessments, reviews, and oversight for information system artifacts such as documentation relevant to software development, operations and maintenance, and cybersecurity.
Performing program management tasks (i.e., lead teams, individuals, and programs, managing associated workloads) and/or developing organizational strategies and operational plans used to meet program mission, objectives, and goals.
Reviewing incoming operational IT requirements and requests, evaluating the greatest need, effectively addressing all issues, and developing action plans prior to submission to the senior leadership for review and approval.
Providing expert advice to management and other IT Specialists and making decisions that influence Enterprise IT programs.
