Duties
The primary duties of this position are:
As a representative of the Regional Director's office, attends and participates in meetings with various stakeholders that include congressional, government and tribal representatives, lobbyist groups, and public interest groups.
Provides analyses of special problems and conducts special projects on an ad hoc basis.
Coordinates, reviews, and evaluates the effectiveness of the region's operating policies and procedures.
Formulates and recommends new or changes to existing policies and procedures to strengthen or improve operations, leverage regional resources and technology, and implement the Regional Director's Office strategic initiatives.
Schedules, coordinates, and facilitates meetings and briefings between the Washington leaders, representatives, and Management and staff.
Works collaboratively with Liaisons, Management & staff, and Senior Leadership and staff throughout Reclamation to ensure the effective and timely exchange of information and counsel regarding a wide range of Regional issues.
Develop or provide additional background information and briefing materials for congressional hearings or other proceedings/meetings.
Performs analytical, evaluative, and advisory functions necessary to effectively represent the Regional Director's Office.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience coordinating, reviewing, and evaluating the effectiveness of an organization's policies and procedures; performing inter or intra-agency relations work with constituent groups such as tribal representatives, state agencies, lobbyist groups, congressional or governmental stakeholders, and other enterprises; briefing and/or presenting program information to higher-level Reclamation staff; experience coordinating special projects and making determinations and recommendations for implementation; experience producing final work products associated with program administration; experience establishing relationships within and outside of the Bureau of Reclamation. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/17/2024.
