Duties
The primary duties of this position are:
Serves as Deputy Regional Director for Business Services, with responsibility for line supervision of the Region's financial, information management, administrative management, public affairs, acquisition work, and internal audit functions associated with hydro-electric power facilities, water resources, land, and environmental programs.
Plans, organizes and directs the operations of the business services offices and assigned programs. Determines program goals, objectives, and priorities; allocates resources and delegates authority and responsibilities.
Leads and implements Region's strategic plan focused on organizational improvement, including accountability for metrics, milestones, and measures.
Leads policy development and implementation.
Serves as a member of the Regional Director's key management team and represents the Regional Director in meetings, conferences, and public appearances.
Develops and maintains effective working relationships with internal customers, water and power contractors, and other stakeholders.
Supervises and manages the majority of programs through subordinate managers. Ensures effective team work, honors merit principles, and leverages diversity.
Sets policy or interprets Reclamation policy for offices managed in areas such as operating guidelines and program priorities and ensures their information is communicated down through the organization.
Develops plans for major organizational changes that have considerable impact on key positions, operating costs, and traditional work methods.
Develops and maintains working relationships with various parties including helping to resolve any conflicts within their respective directorate, other offices and divisions, other Reclamation offices, and with other Federal and state agencies.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-15 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience serving as a senior level manager directing the business or programmatic operations (i.e., finance, budget, contracting, information management, administrative support services, or agency mission programs) of a multi-layered, service-oriented organization that included most of the following: strategic planning; project or program development, planning and budgeting; collaborating with internal and external customers; and leading highly technical, multi-disciplinary staff. This includes serving as an expert and key advisor on the most sensitive and complex policies and issues; and directing, coordinating, and overseeing work through supervisors of the organization. These examples are not all inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
