The Bureau of Reclamation, California-Great Basin, is seeking interested internal candidates to be considered for a professional development opportunity with the Division of Resources Management! This opportunity is for a detail or temporary promotion, not to exceed 6 months,
Location - Sacramento, California
Duties
The primary duties of this position are:
Serves as a program manager with responsibility for supervision of resources management activities within the Region
Plans, organizes, and directs the operation of assigned programs
Develops, implements, and monitors a system of internal controls to evaluate program performance and ensure programs are conducted in accordance with statutory, regulatory, and policy requirements
Assesses the internal and external impact of program and policy changes and advises the Regional Director on situational strategies
Serves as a member of the Regional Director's key management team
Supervises and manages assigned program activities through subordinate supervisors and ensures that common priorities, information sharing, and accountability exist between and within assigned organizations
Provides technical and administrative advice and guidance to staff; assigns work in terms of macro-program objectives, discusses work in progress, and reviews work for effectiveness in accomplishment of program goals
Provides positive direction to subordinate supervisors in establishing EEO commitments to ensure fairness in selections for vacant positions
Qualifications
Applicants currently at the GS-13 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience managing multiple branches/sections or managing an organization that includes strategic planning, operations management, business development, and/or service delivery; experience conducting large meetings with multiple interests; experience managing multiple programs and projects, financial management, acquisition planning, real estate, policy guidance, and evaluating and organizing annual program budgets; experience with the principals of planning and project planning.
