The California Great Basin Region is seeking interested internal candidates to be considered for a professional development opportunity with the Regional Construction Office.
Location - Sacramento, California
Duties
-Directs and coordinates projects under the jurisdiction of the Regional Construction Office.
-Responsible for managing all phases from the planning phase through design and construction to project transfer and close out.
-Develops overall major phases and milestones, dates for project milestones and overall total project budgets.
-Oversees and advises project teams in planning, design, and construction phases of large scale, multi-million and multi-billion dollar projects.
-Advises and assists in formulating policy, establishing program limits, and managing program execution.
-Maintains appropriate relationships with the many public and private groups involved in or affected by Reclamation.
-Supervises and manages assigned program activities and ensures that common priorities, information sharing, and accountability exist.
-Provides technical and administrative advice and guidance to staff.
Qualifications
Applicants currently at the GS-14 may apply to be detailed into this position. Applicants currently at the GS-13 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects related to water and power infrastructure; Managing complex projects (balancing scope, quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e. construction, design, environmental, cultural, lands, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship and communication strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects..
