Duties

The primary purpose of this position is: To serve as a Major Command (MAJCOM) Airfield Information Analyst for Air Mobility Command (AMC) who manages and directs airfield suitability operations, and who also researches, reviews, gathers, documents and evaluates aeronautical information, and makes updates and recommendations regarding airfield suitability and operating restrictions for AMC aircraft conducting worldwide missions. Accomplishes command airfield suitability assessment and review processes. Manages and operates the command airfield help desk. Controls, updates and manages information and communications vital to Air Mobility Command (At'1C) airfield suitability. Technical advisor to command staff regarding airfield suitability and associated information, restrictions and remarks. Maintains comprehensive knowledge of applicable publications, operating instructions and policy documents required to accomplish command airfield suitability processes.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft as appropriate
  • Previous experience with AMC airfield suitability work duties or rated (pilot, navigator) operational experience is highly desired
  • Familiarization with AMC aircraft capabilities, performances, configuration, limitations, etc., is highly desired
  • Successful completion of initial and recurring proficiency training evaluations within established guidelines as required by local policy. Evaluations may be written, verbal, or operational demonstrations

Qualifications

Conditions of Employment Continued: This is a shift work position. During contingency operations and, as required by the supervisor, incumbent may be required to work extended hours. Workload routinely requires night, weekend and holiday hours. Position may require incumbent to be on-call to support worldwide operations and short- notice, high- priority missions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which include in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. In addition, specialized experience must demonstrate Knowledge of aircraft performance capabilities and limitations to include instrument approach capability, fuel requirements, gear configuration, runway and taxiway requirements and weight restrictions; Thorough knowledge of AMC mission operations, command organization and the work processes of associated air transportation programs as they are integrated and executed during daily global operations; Thorough knowledge of AMC's databases, planning and/support systems, command and control capabilities and mission planning tools. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to analyze, plan, and adjust work operations to meet command requirements and objectives within available resources, and to update the staff of an organization. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations,. airfield information and restrictions, en route supplements, i.e. runway length, load-bearing capability, pavement condition, lighting, etc. Ability to identify, analyze and translate complex information, evaluate options and make appropriate judgments and decisions and implement results. Knowledge of flying instructions, Flight Information Publications (FLIP) and air transportation directives, plans, regulations, techniques, systems and processes. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work. Knowledge of DOD, USAF, AMC, AFCESA, FAA, ICAO and other applicable policies, rules, regulations, instructions, and directives as they pertain to airfield and aircraft operations and capabilities; Skill and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
