Primary Purpose: To serve as Chief, Joint Exercises Division in the Directorate of Operations, Strategic Deterrence, and Nuclear Integration at a major command (HQ AMC), sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chief's absence, possesses the same authority and prerogatives.

Duties

Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Serves as the command focal point for activities related to specific joint training and exercise programs and related systems. Provides information to Air Mobility Command leadership on matters related to joint training and force development to ensure an effectively trained force.

Qualifications

Conditions of Employment Continued: This position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations Series 2150 SPECIALIZED EXPERIENCE: Applicants must have at least One (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector) which includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the ability to analyze, plan, organize, direct the functions, and work operations of one or more organizational segments. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance. Knowledge of Air Force and command, program goals and objectives, organizational structures and the relationship of various DOD and command entities involved in overall planning; sequencing and timing of key operational events; milestones; execution of military operations and evaluations. Knowledge and skills associated with the planning and execution of the Joint Exercise and Training Program at the Combatant Command, MAJCOM, or AOC level. Demonstrated ability to supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors to meet program requirements and objectives within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the ability to analyze, plan, organize, direct the functions, and work operations of one or more organizational segments; and supervisor, mentor, motivate, and appraise the staff of an organization through subordinate supervisors to meet program requirements and objectives within available resources. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, contractors, and private industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
