The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Air Mobility Command (HQ AMC).
Duties
Plans, organizes, and directs the activities of the CRAF Branch (A3BC), ensuring command air transportation operations complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the DOD Commercial Airlift Division and the Civil Reserve Airlift Fleet Branch with a variety of installation and functional area organizations.
Organizes, Trains, and Equips the Civil Reserve Airlift Fleet to meet DOD Requirements.
Air Carrier Analysis Support System (ACAS) Functional Manager.

Must be able to obtain and maintain a top secret, sensitive compartmented information (SCI) security clearance. This position is designated special sensitive and requires eligibility for access to sensitive compartmented information (SCI), other intelligence-related special sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of air transportation policies, concepts, principles, and practices to plan, identify, analyze, and resolve air transportation issues applicable under peacetime and wartime conditions, Knowledge of safety and security regulations, practices, and procedures. Knowledge of DOD and Air Force commercial airlift operations policies, procedures, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events; Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Air Force, and commercial air industry organizations to provide command level staff guidance to the various command entities involved in commercial airlift planning and execution of military operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency; experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of safety and security regulations, practices, and procedures. Knowledge of DOD and Air Force commercial airlift operations policies, procedures, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Air Force, and commercial air industry organizations to provide command level staff guidance to the various command entities involved in commercial airlift planning and execution of military operations.
Ability to plan, organize and lead others in air transportation operations studies or projects and to negotiate effectively with senior leaders (General Officer level) and management (O-6/GS-15 level) to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
