About the Position: This is a Contract Specialist position with the Army Contracting Command located at Corpus Christi, TX. Corpus Christi Army Depot is the largest Army Depot of its type in the world and is a tenant on Naval Air Station Corpus Christi.
Duties
Review offers to determine price breakdowns.
Determines the sources to be solicited, prepares applicable determinations and findings, conducts preproposal conferences, receives and evaluates proposals in conjunction with price/cost analysts.
Formulates the contracting approach to be taken that will best satisfy the requirement.
Monitors contractor performance in relation to the completion schedule.
These duties are described at the full performance level (GS-11). The GS-07 level is developmental with promotion potential to at the full performance level at GS-11.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business travel required 10% of the time.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for foundational Certification within 36 months of entrance on duty.

Basic Requirement for: Contract Specialist
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.You will be evaluated on the basis of your level of competency in the following areas:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
Specialized Experience at the GS-07: One year of specialized experience which includes 1) Maintaining documentation for the contract files; and 2) Assisting in compiling contract packages; and 3) Assisting with monitoring contractor performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Specialized Experience at the GS-09: 1) Assessing procurement documents for compliance with contractor agreement; and 2) Assisting in Developing contract negotiations; and 3) Researching terms and conditions of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Specialized Experience at the GS-11: 1) procuring a variety of products and services; 2) Developing contract negotiations; and 3) administering terms and conditions of contracts; and 4) performing price/cost analysis do determine price reasonableness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
