About the Position: Position is for a Lead Contract Specialist for the US Army Contracting Command (ACC-RSA) located at the Army Depot Contracting Office Corpus Christi, TX.
Corpus Christi Army Depot is the largest Army Depot of its type in the world and is a tenant on Naval Air Station Corpus Christi. The depot performs helicopter repair and testing as well as repair of rotary wing aircraft and maintains a mobilization unit of vehicles for any national emergency.
Duties
Develop the contractual strategy for the overall acquisition program.
Analyze recommendations to formulate contracting strategies considering socio-economic programs, competition maximization, pricing arrangements, subcontracting, and matters requiring unique acquisition techniques.
Direct the full range of contract administration actions required for the acquisition program, including contract modifications, negotiation of changes, exercise of options, investigation/resolution of contractor delays, contractor appraisal, etc.
Coordinate team member training to accomplish tasks or projects, evaluates methods to improve team efficiency/work products, and informs management of performance issues to recommend/request action.
Serve as principal contracting advisor to customers in the acquisition planning process, provides program updates and participates in decisions involving contractual matters.
Develop a negotiation position with determining negotiation authority and prepare justification for negotiation position and other requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
- Must file financial statement.

Basic Requirement for Lead Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: A copy of your transcript(s) documenting the basic requirement MUST be included with your application package. This transcript must state your name, college/university name, degree awarded/conferred, and date of such.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Developing negotiation strategies for contracts; 2) Resolving issues and/or problems associated with contract administration; 3) Performing pre-award activities; AND 4) Responding to queries on procedures, policies, and/or directives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education cannot be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
