About the Position: Serve as Branch Chief overseeing the daily operations of the Acquisition Division of the Army Contracting Command-Redstone which encompasses approximately 900 personnel and numerous programs that contractually obligates the U.S. Government for purchases involving billions of dollars. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Provide direction and guidance through subordinate supervisors and/or team leaders to a group of professional, technical and support personnel. Review negotiation strategies on major procurements providing guidance. Perform administrative, technical, and supervisory duties in all aspects of personnel management. Exercise full responsibility in the application of contract and procurement laws, rules, regulations, decision, other directives and sound business judgment. Initiate, develop, and recommend contracting policy and procedures for guidance and control of contracting activities. Apply procurement laws, rules, regulations, decisions and other directives and sound business judgement on all contractual actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.
  • This is a Critical Acquisition Position. 4 years of acquisition experience is required.

Basic Education Requirement for 1102 Series: Degree: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the NH-03/ GS-13 grade level that includes: 1) Reviewing negotiation strategies on major contracts; 2) Overseeing the daily operations of acquisition through various methods (i.e., team leads, committee chairs); 3) Performing administrative, technical and supervisory duties; and 4) Interpreting laws, regulations, and policies to execute contractual actions for procurement activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
