The following are the duties of this position at the full working level.
Serves as the System Administrator for a variety of HR Systems such as electronic Official Personnel Folder (eOPF). Totally Automated Personnel System (TAPS)/Single Entry Time Reporting System (SETR) and Human Resources (HR) Connect. Serves as Program Manager for these same systems representing IRS in forums, meetings, etc. with other Federal agencies, contractors, or other interested parties related to system development or operations; as necessary, secures and manages funding and/or purchase orders to support
system/program operations; arranges access and conducts training for employees and internal HRSS staff as needed. Provides advice and guidance on roll-out and ongoing system updates to employees.
Serves as a technical expert in the Office for all work involving the processing of personnel/payroll documents and actions, and maintenance of personnel records and life of employees personnel account through retirement/separation. As such, incumbent researches and interprets internal and external guidelines and regulations; researches complex staffing, benefits, and compensation issues as they relate to processing of personnel actions; continuously reviews new and/or revised regulatory material such as numerous federal, organizational, and IRS personnel, pay and leave compensation, record keeping and time and attendance regulations, tax laws, Comptroller General Decisions, Executive Orders, Treasury Directives, etc.
Provides technical advice and assistance to management and other human resources staff on reorganizations. Serves as the Office's point of contact for all BOD reorganization requests. Responsibilities include coordinating requests with BOD points of contact and updating necessary systems as appropriate to reflect the organizational changes.
Represents the Center at Intra-Divisional and Inter-Agency meetings for the purpose of: (1) participating in workgroups to develop requirements for new systems that impact the Center, as well as assisting in their evaluation and implementation; and, (2) working with other organizations to develop efficiencies that would enhance Processing operations.
Serves as technical advisor and HRSS liaison responsible for coordinating the contracting and HR system conversion process with any payroll provider utilizing any HR system for HRSS.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 You must have at least one (1) year of specialized experience equivalent to the next lower level (GS-9) in the normal line of progression in the Federal service. Specialized experience includes: Experience applying human resources personnel payroll concepts and practices, as well as consultative skills; experience using knowledge of research, fact-finding, and evaluative techniques in order to perform research and analyze results; experience using personnel/payroll automation to accomplish workload and research, verify accuracy of personnel and payroll information, prepare report/graph presentations, data retrieval, and to prepare written guidelines and recommendations. Examples of qualifying work experience include: Participating as a specialist/analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, ensuring accuracy of personnel employee payroll information, and training personnel/payroll employees in the operation and maintenance of system equipment.

EDUCATION: You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.
OR you may qualify with at least one (1) year of combined education and experience as defined above.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-12 You must have at least one (1) year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources personnel and payroll concepts and practices, and consultative skills. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis of major payroll human resources functions and personnel problems. Experience using computer and internal automation to accomplish complex presentations, ensure accuracy of employee personnel and payroll information, data retrieval, and to prepare written guidelines and recommendations. Knowledge of human resources automated systems to provide technical advice, guidance, and recommendations to management on issues/problems. Examples of qualifying work experience include: Participating as an analyst for major payroll human resources functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements that will meet future mission demands, and ensuring accuracy of personnel employee payroll information.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
