This position is assigned to Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), Fleet and Family Support Program (FFSP). Incumbent serves as the Fleet and Family Support Center Work and Family Life Supervisor for Naval Base Point Loma.

Duties

Duties include but are not limited to: Supervises WFL staff assigned to the WFL unit. Establishes priorities and assigns workload to subordinates. Explains the overall objective of the office and discusses individual performance expectations with each staff member. Develops and evaluates subordinate employees' performance standards. Gives subordinate employees' advice, counsel, or instructions on work and administrative matters. Interviews candidates for positions; recommends appointment, promotion or reassignment to unit positions. Communicates and integrates the organization's strategic plan, mission, vision, and values into team strategies, goals, objectives, work plans, and work products and services. Organizes, sets, and monitors workflow of the Work and Family Life Program. Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary; conducts performance evaluations of staff. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Monitors and reports on the status, progress, timeliness, quantity, and quality of individual and teamwork. Provides consultation services, education, referrals, and follow-up in situations that regularly confront the incumbent with difficulty in determining customer needs or wants. Establishes and maintains a positive and professional working relationship with the full variety of types of customers. Prepares reports and maintains records of subordinates' accomplishments as metrics and/or in other format as required. Responsible for carrying out EEO policies and communicating support of these policies to subordinates, assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards to employees. Applies concepts, principles, and theories relating to WFL services delivery systems to analyze and interpret complete social and behavioral data concerning clients; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Consults and collaborates with the FFSC Director on policy interpretation and implementation for all WFL programs and services within the area of responsibility ensuring local instructions, standard operating procedures and guidance reflect current directives, instructions, and laws. Develops standardized plans, policies, and procedures for the delivery of services. Represents the FFSC at professional conferences and committee meetings in and outside of the region. Supports EFA exercises and real-life operations to include supporting the installation EOC as required. Networks and coordinates with Navy and civilian human service agencies to stay aware of available services, ensures required services are provided when referrals are made, and provides information and assistance to such agencies when requested. Assesses needs and provides WFL and education services to leadership, organizations, and populations serviced by the FFSC. Evaluates and interprets data to identify and clarify issues and concerns; recommends appropriate course of action to positively affect Navy family WFL relationships, mission readiness, recruitment and retention. Develops and implements procedures to monitor, analyze and document service effectiveness. Develops briefings to assist serviced populations in improving WFL skills and knowledge of available resources. Serves as primary train-the-trainer, ensuring that all staff maintains high presentation skill levels, by monitoring program delivery and creating skill-building programs. Develops and manages a variety of educational forums and briefings to enhance community capacity and thus assist serviced populations in improving work/life skills and knowledge of available resources. Maintains necessary program and administrative materials and files; makes available policies, procedures and directives, and instructions from the Director to subordinates. Identifies and advocates for resources as well as for information and decisions on major work issues. Provides consultation and collaboration to address installation WFL issues and interfaces with other Installation Program Managers (e.g., MWR, food services, child development programs, and shelter services, etc.) to address community support issues, and with the Region WFL Coordinator to address service delivery and issues across region. Performs other duties as assigned.

  • This position requires incumbents to obtain and maintain an official passport.
  • This position may require the incumbent to work overtime, including weekends or evenings, to meet work requirements.
  • Must be willing to relocate to reside within the local commuting area (50-mile radius) of Naval Base Point Loma.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possesses the following: Must have at least four (4) years of specialized experience in managing services for Work and Family Life (WFL) or Quality of Life (QOL) programs with the Department of Defense (DoD). Comprehensive knowledge of the Navy organization, mission, lifestyle, language, customs, and culture and skill in applying analytical methods and techniques to evaluate the customer base and identify WFL needs, trends and performance measures to evaluate program effectiveness and provide recommendations for process improvements. In-depth knowledge of Family Readiness and its mission and programs and practical knowledge of education and training delivery methods, practices, processes, and techniques to collaborate with staff on implementing QOL and WFL trainings and workshops. Practical knowledge of and skill in applying professional verbal and written communication methods and techniques to network and collaborate with diverse groups, organizations, military services, and civilian agencies; deliver WFL evidence-based training/education to various audiences; compose clear, concise, and effective reports and documents; and establish and maintain professional relationships with management, staff, and personnel at multiple echelons. Skill in conducting client interviews to establish the nature and extent of concerns and issues, to assist with the development of client goals and plans, and to determine appropriate referral services and options to meet client needs. Skill in using various computer software databases, spreadsheet, and word processing programs such as Word, Excel, and PowerPoint to maintain automated files, references, and instructions; distribute information and develop marketing materials.
