You will serve as a MINING DOCTRINE SPECIALIST in the UNDERSEA WARFARE (UW) TRAINING AND ASSESSMENT DEPARTMENT (N7) of UNDERSEA WARFIGHTING DEV CTR DET SAN DIEGO.

Duties

You will be the key advisor on all matters concerning planning and management of doctrine, requirements and experimentation to ensure the Navy's undersea forces are fully prepared to meet operational and tactical requirements for mine warfare. You will study objectives to improve mine warfare operations, weapons, weapon systems, tactics, training and strategy as well as evaluate the impact or new technologies on current systems, policies, CONOPS, and operational doctrine. You will conduct feasibility studies to assess Navy mine warfare capabilities to support rapid delivery of new technologies to the Combatant Commanders. You will be the primary subject matter expert on mine warfare policies, principles, TTPs, equipment and responsibilities across strategic, operational, and tactical levels of war. You will analyze diversified projects and methods requiring analysis of policy, tactics, techniques, and procedures governing Navy and Joint Undersea Warfare mining programs. You will analyze operational and tactical employment of undersea warfare platforms and submarine multi-platform mission doctrine. You will provide oversight in selecting productive areas for submarine tactical development and analysis; define and develop the technical scope and aims of assignments. You will review established and emerging submarine mine warfare capabilities; and analyze the safety, security, and effectiveness of mining operations vital to National Security / National Military Strategy.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

• You will be required to wear personal protective equipment such as life vests, hard hats, and operational safety requirements will be required when on work exercises and operations, activity in field locations and operating forces.
• A medical screening is required prior to boarding ship for more than 24 hours. The Medical Screening form must be completed at any Military Medical Facility and provided to the Medical Screening officer (MSO).
• The MSO will review and make a determination for approval for boarding the ship and pass their recommendation to the ship Commanding Officer, who holds final authority. This approval is valid for (1) year on all U.S. Naval vessels.
• Incumbent is subject to mandatory annual physical examinations per USFFC/CSPINST 6320.3B (Medical Screening for U.S. Government Civilian Employees, Contractor Employees, Guest and Visitors Prior to Embarking Fleet Units.
• Incumbent may be required to embark on submarines, surface ships and military and civilian aircraft in the performance of assigned duties.
• Incumbent must meet minimum physical standards for temporary duty onboard nuclear submarines per OPNAVIST 64201B (Physical Requirements for Non-Submarine Personnel Embarked on Submarines.
• Employee must be able to obtain and maintain eligibility to Top Secret/Sensitive Compartmented (TS/SCI) Information. A Non-Disclosure Agreement must be signed. Eligibility based upon a Single Scope Background Investigation (SSBI/T5).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as the subject matter expert on Navy Tactics, Techniques, and procedures (TTPs) for Maritime Mining Doctrine and tactics development; Experience utilizing strategic planning theories, concepts, systems, and national security decision-making process to ensure mining doctrine is current and supports development of global strategies consistent with DoD, DoN and National objectives; Experience demonstrating expert level knowledge of the following: (a) DoD Concept for Distributed Maritime Operations; (b) DoN Concept for Naval Mining Operations, (c) NWP 3-21 (Fleet USW Manual); (d) NTTP 3-21.3 (TUSWC Manual); (e) NWP 3-15 (Naval Mine Warfare); (f) NTTP 3-15.31 (Submarine Special Operations Mining Manual); (g) ATP-24 Naval Mining Warfare Principles; while serving as the subject matter expert and ensuring thorough linkage with DoD Joint Services' and North Atlantic Treaty Organization (NATO) partners; Experience providing expert knowledge of DoN Mine Warfare (MIW) major tactics/execution implementation issues, MIW program goals/objectives and operations of undersea force modernization, sequence/timing of key MIW program events and milestones, and methods of evaluating the worth of MIW program accomplishments; Experience in planning, organizing and directing team study work and effectively negotiating with internal and external management teams to gain acceptance and implementation of recommendations where proposals may involve substantial resources or changes in processes; Experience providing exceptional writing skills to develop executive level correspondence at the Flag/SES level; Experience demonstrating superior proficiency in the utilization of Microsoft applications (e.g., Word, Excel, Project, Access and Power Point) to develop correspondence, documents and presentations to articulate the Commander's intent and position across all areas of command responsibility.
