The primary purpose of this position is to conduct complex, precise, and technically rigorous engineering work, using model-based analysis to examine communication networks, radar sensor systems, and other military applications that utilize radio frequency (RF) communications.
Duties
Analyzing vast datasets, antenna and hardware operational specifications, software, firmware, and communication protocols to uncover system vulnerabilities and create predictive models that analyze network effects and non-kinetic weapons capabilities.
The analysis is based on multiple structured and unstructured datasets, which are modeled using simulation, emulation, and hardware-in-the-loop techniques to mimic the threat environment.
Deliver targeting solutions that support joint planning and operational needs to fulfill Combatant Commander objectives.
Develop accurate representations of network and system characteristics, utilizing industry-standard mathematical models and tools, to depict real-world RF networks and information systems that support critical infrastructure and military systems.
Apply engineering and scientific theories and principles to conduct simulations and modeling of RF systems in order to analyze performance, evaluate system design, and identify vulnerabilities.
Perform model-based analysis of computer networks, microwave, radars, sensors, and associated components, nodes, and systems.
Design and modify software to integrate RF systems and physical components into a computer network and/or system, as needed.
Prepare, produce, and deliver timely, relevant, and technically accurate targeting products and briefings, including the respective methodologies, assumptions, conclusions, and recommendations, to a variety of audiences, such as direct customers/partners, senior technical leaders internal and external to the organization, military and other distinguished visitors.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing program. The incumbent is subject to random testing for drug use.

Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled.
For DR-II: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DR-I/GS-11 grade level in the Federal service or equivalent in other pay systems. Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include knowledge of methods and practices in identifying, formulating, evaluating, nurturing and promoting the generation and exchange of new theories, concepts, principles, methods, applications, and practices related to RF networks and information systems that support critical infrastructure and military systems; uses programming languages such as Python, C++, JavaScript, etc. to develop and recommend custom solutions to analytical problems. Candidates should also display comprehensive knowledge in applying systems thinking concepts / techniques as well as quantitative and qualitative analysis techniques related to RF networks and information systems.
Knowledge, Skills, and Abilities The following will be used to help rate and rank eligible candidates:
Develop functional, physical, and/or prototype models and simulations for analysis and evaluation of RF dependent military systems. Use models to evaluate behavior, evaluate vulnerabilities and communicate concepts and analytical findings.
Provide professional engineering knowledge and skills for a wide range of communication engineering theories, concepts, principles, standards and methods sufficient to develop model-based analysis of microwave, radar, radio, datalinks, sensor systems and weapon platforms.
Ability to develop and implement custom software tools and methods. Uses, troubleshoots and modifies industry standard and/or custom tools and methods to analyze RF system performance.
Apply understanding of engineering concepts and mathematical principles combined with knowledge of military RF systems to identify and represent necessary data and protocols to appropriately model and evaluate system performance. Ability to overcome data gaps and incomplete information to analyze RF enabled system response to stimuli.
Ability to work as part of and/or lead multi-disciplinary analysis teams, performing the full range of project management responsibilities.
Skill in developing plans of action to include concept development, deliverable timelines, milestone schedules, solution assessments, and manpower and funding recommendations.
Apply knowledge of science/engineering/technology to analyze and resolve multifaceted issues/problems, including the development and documentation of new or improved concepts, techniques, methods of analysis or processes.
Ability to provide guidance to other analysts, scientists, engineers, managers, contractors, and other collaborative partners.
Skill in developing innovative and useful approaches for improving or expanding methodologies, models, products and services, including technically advancing the rigor of products using analytical methods and structured problem-solving techniques.
Ability to build effective collaborative networks and alliances with key peers and stakeholders across DoD Operations and Intelligence Communities in order to create high value targeting products.
Ability to prepare and deliver technical products and briefings to a wide audience that includes military members at multiple levels, industry experts, academics, and peers.
