Duties

You will manage assigned projects from cradle to grave. You will provide guidance, direction and coordination on matters associated with project scope, requirements and funding. You will provide design and technical expertise in Electrical Engineering. You will serve as the Navy Technical Representative (NTR) under the COTR (Contracting Officer’s Technical Representative). You will review plans and designs prepared by Professional Engineers in Architectural and Engineering firms, NAVFAC Washington, and Naval activities to determine their conformance with Navy and DoD criteria and contract scope.

  • This position may require travel from normal duty station for CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE GS 13: This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Registration as a Professional Engineer or Registered Architect is required. You must provide a valid copy in your application email. In addition to the Basic Requirements for this GS-13 position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing independent, timely and professional specialized electrical engineering products, services and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps, and other Supported Commands, including minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development; 2) Performing design analyses and calculations for specialized electrical projects and is responsible for the preparation of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types; 3) Developing complex designs and analyses utilizing advanced electrical engineering software. The employee is proficient with the use of the Whole Building Design Guide (WBGD) and current AutoCAD, electrical design/analysis software, and SpecsIntact technologies, utilized for the completion of the design drawings and specifications; and 4) Applying new developments or experimental theories to problems not readily treatable by conventional methods. FOR THE GS 12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing relationships with key individuals to obtain information, find solutions, and accomplish electrical engineering goals in support of in-house and Architect/Engineer design bid build and design build projects to include medium and low voltage power generation, transmission and utilization systems including lighting, grounding, cathodic protection, photovoltaic and wind power system, telecommunications and audiovisual systems and electronic security systems; 2) Reviewing plans and specifications, cost estimates, project documents and reports submitted by A&E firms and design-build contractors for technical adequacy, completeness, functional design, sound engineering practice, to ensure compliance with command criteria in order to provide recommendations on scope compliance and to correct deficiencies; 3) Applying electrical processes in the planning, design, construction and maintenance of facilities to include minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization and facilities development; and 4) Developing complex designs and analyses utilizing advanced electrical engineering software (i.e. Building Design Guide (WBGD), AutoCAD, electrical design/analysis software) for the completion of the design drawings and specifications. Education

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, and provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
