This position is located in the Office of Internal Control and Risk Management at the U.S. International Trade Commission (USITC), serving as the Director of Internal Control and Risk Management serving as the principal advisor to the Chief Financial Officer and the Chair on agency-wide internal control and risk management policy.

Duties

Directs plans and assigns work to the staff. Determines overall organization objectives based on agency mission and determines full range of resources necessary to accomplish the same, including budget, human capital, equipment, space and compliment of human resources, such as permanent, temporary, etc. Listens to grievances, reviews discipline, evaluates performance, approves leave, recommendation appropriate training. Ensures equal employment opportunity, affirmative employment and labor management relations agreements are complied with. Prepares complex written analytical reports, incorporating innovative methods, ideas and solutions. Prepares presentations and briefs in a convincing manner to organizations and recipients who may not be desirous of changes. Provides direction and advice to the CFO, the Chair, Commissioners, members of the SES team, and other key managers through reports, briefings and serving as their representative to counterparts in other agencies. Prepares agency directives, orders and procedures in assigned program area. Creates an internal control assessment plan based on comprehensive risk assessments, aligning it with the Commission's strategic plan, performance goals, OMB and GAO guidelines and best practices. Performs detailed analysis, identifying and categorizing gaps related to compliance and focuses on high audit risk areas. Coordinates work efforts with the full range of responsibilities in the Office of the CFO. Supports other staff members in the conduct of their work as it relates to internal controls and risk assessment. Oversees the planning, directing, and supervision of a comprehensive program of internal control and risk management, covering specific Commission areas of operations deemed as component offices and assessable units. Serves as first level supervisor for the organization, performing the full range of supervisory and managerial functions. Serves as principal advisor to the CFO, the Chair, Commissioners, the Senior Executive Service team and other process owners. Establishes and maintains an internal control and risk management culture that fully meets the requirements of the Federal Managers' Financial Integrity Act and Related OMB and GAO guidance.

Qualifications

You must meet all the requirements below by the closing date of the announcement and they must be clearly identified in your application, resume, or supporting documents. To qualify at the GS-15 level, you must have at least one year of specialized experience obtained in the private or public sector that is equivalent to the GS-14 level. Specialized experience is defined as: (1) Knowledge of the theories, principles, functions and processes of management and the organization of administrative work activities. (2) Experience in the internal control and risk management fields, sufficient to show a normal level of progression and senior level knowledge of the occupation. (3) Work experience should demonstrate extensive senior level knowledge of the Federal Managers' Financial Integrity Act and related Office of Management and Budget (OMB) and Government Accountability Office (GAO) program requirements on internal control and risk management. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

At the GS-15 level: There is no substitution of education for experience at this level.
