Duties
You will serve in one of three positions - Deputy Director, Waterfront Operations Branch Head or Business Operations Branch Head for the Supervisor of Shipbuilding (SUPSHIPs) Management office within NAVSEA headquarters.
You will serve as a senior technical authority and expert advisor with responsibility for overall management and administration of organizational programs/projects.
You will be a senior civilian knowledgeable and experienced in ship acquisition, test and trials and life-cycle policies and/or manpower analysis and business operations.
You will be knowledgeable and experienced in program and project management, technical and programmatic aspects of ship construction and delivery processes, SUPSHIP waterfront operations and post-delivery operations.
You will be responsible for the coordination, formulation and justification of SUPSHIP community strategic plans, policies, waterfront and security processes.
You will maintain technical expertise through continuing professional education and training, symposiums, and technical liaison with other organizations.
You will establish and maintain internal and external channels of communication across government and industry, to include SUPSHIPS, NAVSEA, INSURV, PEOs, CNRMC, CHENGS, COs, 00P, and the Fleet.
You will conduct frequent ad hoc and recurring senior level briefings on the full range of SUPSHIP issues, actions, status, progress against plans, etc.
Requirements

- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- Employee must be Level III Certified in the acquisition Career Field: Program Management Category Code: A. Program Management - Certification is required within 24 months of assignment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires travel outside the Washington, DC, commuting area approximately less than 25% of the time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
(The specialized experience must be addressed in the body of a submitted resume to be deemed qualified for this position). One year experience equivalent to the NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge and expertise to manage and direct waterfront operations in support of the SUPSHIPs and expertise in ship acquisition, test & trials, delivery, post-delivery and life cycle and the ability to manage technical/administrative staff and program operations.
